THE POSITION

Under the supervision of the IDLO Country Manager and in close collaboration with the Senior Legal Expert and other team members, the Communications Specialist will contribute to the implementation of the project with a view to provide technical assistance during the establishment of the Specialized Anti-Corruption Court (SACC) within the overall vision of strengthened integrity of Armenia's Criminal Justice System and a specific goal of establishing and applying integrity-based institutional management standards for specialized anti-corruption bodies by the end of CY 2020.

This role will focus on assisting the Supreme Judicial Council (SJC) and Council of International Experts (CIE) in developing and implementing an efficient communication strategy throughout the selection process in order to ensure a high degree of openness and transparency of the process; and by providing technical assistance to the SACC spokesperson/press unit after the establishment of the SACC.

Summary of functions

The Communications Specialist will implement the following principle components of the project:

  • Provide support in developing and implementing a well-balanced media and communications strategy for the SACC, including measures for effectively advertising the new profession of the SACC judges;
  • Assist the SJC and CIE with strategic communications and tailored external messaging, including crisis communication, with regards to the SACC judge selection process to ensure a high degree of openness and transparency of the process;
  • Provide support to the SACC spokesperson/press unit in developing and implementing an effective communication strategy;
  • Support the IT experts while developing and launching the SACC official webpage
  • Ensuring systematic communication with the Kyiv-based, regional and specialized media outlets to ensure required stakeholder reach.

 Specific tasks include:

  • Ensuring that the role and functions of the CIE are properly communicated to the media and the public;
  • Ensuring that the selection of the SACC judges is properly communicated to the public;
  • Assisting the SACC press unit (spokesperson) in ensuring that the role and functions of the SACC, as well as the status of the cases heard are properly communicated to the public;
  • Producing and writing media products (press-releases, social media posts, public comments) for the CIE;
  • Organizing awareness raising events.

Ideal Candidate Profile

Education and Work Experience

  • University degree in relevant field is required.
  • Minimum of 3 years of demonstrated professional experience in developing and implementing communication strategies, drafting public statements, planning and organizing media events, planning and organizing public campaigns.

 Languages

  • Excellent command of written and spoken Armenian is required.
  • Strong command of English is an advantage.

 Technical and behavioral competencies

  • Advanced understanding of social media communication models required.
  • Solid understanding and knowledge of the political system, government organizations, and the justice and rule of law sector in Ukraine.
  • Excellent interpersonal and communication skills; ability to work constructively with several internal and external stakeholders. Confident in any surrounding and at working at all levels when dealing with different stakeholders.
  • Excellent writing, public speaking and presentation skills. Strong editing and drafting skills with attention to detail including when under pressure.
  • Ability to work with a high degree of accuracy and attention to detail and quality in a busy environment.
  • Good team player, positive attitude, flexible mind, and comfortable in working in complex and multi-cultural settings.
  • Ability to think creatively and engage in innovative approaches to public outreach and communications.
  • Diplomatic demeanor and ability to gain the trust of and work effectively with public sector agencies.
  • Sound organizational and planning skills.
  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 18 months and a competitive salary commensurate with qualifications and experience, with possibility of extension subject to performance and availability of funding.

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to International employees.
