Job Description

The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. The IRC Liberia currently operates a variety of programs in Montserrado, Bong, Lofa, and Nimba counties. We have a varied portfolio in health, and women's protection and economic empowerment.

SCOPE OF WORK

The Senior Program Coordinator (SPC) will report to the Deputy Director for Programs (DDP). The main responsibility will be to lead program management support to Technical Coordinators (TCs) and key cross cutting program support, the proposal development. As such, he/she will support all TCs in the areas of: budget management, staff capacity building, planning tools, measurement, adaptive management and other strategic initiatives as needed.

RESPONSIBILITIES:

  • Work closely with the other Sector Coordinators on developing sound implementation plans, budgets, work plans, salary mapping, spending plans, procurement plans and other tools to successfully implement programs.
  • Supervise the Grants Unit and ensure timely submissions of qualitative proposal packages, donor reports and other key documents.
  • Ensure grants management and compliance of all IRC projects, in close collaboration with relevant IRC Units.
  • Support the DDP in business development efforts as requested.
  • Work with the M&E coordinator to build and Foster a culture of learning and reflection that uses data to design and adapt programs.
  • Provide leadership for Program Coordinators in a timely and high-quality implementation of programs, and promote regular reviews - both internal and external - and other learning events
  • Ensure program coordination, and that managers and technical coordinators for cross-cutting themes work together effectively according to program work plans.
  • Conduct frequent field visits to all project sites for monitoring, quality control and program staff mentoring and coaching.
  • Coordinate high-level reporting on country-level indicators such as beneficiary numbers, design for impact indicators, cluster data and other information as needed.

STRATEGIC ACTION PLAN (SAP)

  • Build on current knowledge and use of the Outcomes and Evidence Framework (OEF) to deepen knowledge and streamline use of TOCs.
  • Support the DDP in the SAP quarterly update coordination, compilation and validation
  • Support the DDP in tracking progress of the SAP Implementation Plan and
  • Lead the mainstreaming of a standardized beneficiary feedback mechanism roll out in Niger by working closely with the M&E Advisor and TCs.
  • As needed, support the DDP in other SAP related initiatives, such as Gender Equality and Emergency Preparedness.

MONITORING AND EVALUATION

  • Supervise the Monitoring and Evaluation (M&E) Advisor to ensure support to all program sectors.
  • Provide input and validation as needed on key M&E initiatives, such as evaluations.
  • Ensure the IRC’s Outcomes and Evidence Framework (OEF) is known and used as a guiding tool for TCs as relevant, including in program design and indicator tracking.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate program analysis, planning, evaluation, and advocacy in line with the overall program M&E.

STAFF DEVELOPMENT

  • In conjunction with Human Resources, ensure that each Program Unit has a staff capacity plan in place that is actively updated and applies; ensure that staff capacity plans take into account online resources and external opportunities.
  • Support TCs to identify staff development and training needs to ensure that existing staff have the right skills to implement activities
  • Designated budget holder for staff capacity program budget lines across all project budgets
  • Ensure that staff capacity requests are in line with staff capacity plans
  • Support regional learning efforts, exchanges of information and measurement initiatives

Qualifications

  • Minimum of five years of relevant work experience at a senior level in the Humanitarian field
  • Previous experience managing programming in complex emergencies.
  • Proven leadership and strategic planning capabilities with demonstrated budget management ability.
  • Knowledge of all regulatory, contractual, legal and financial compliance requirements associated with international donor funding (USG, European Commission, UN agencies).
  • Willingness to travel to the field and occasionally overnight at field sites with minimal conditions and various levels of privacy.
  • Master’s degree in relevant subject preferred.
