Position Summary

The American Bar Association’s (ABA) Rule of Law Initiative (ROLI) is recruiting for a Deputy Chief of Party (DCOP) for an upcoming project in Colombia, Conectando Caminos por los Derechos (Venezuelan Migrants Human Rights Activity). The goal of the project is to support a transition from short-term humanitarian assistance for migrants to long-term development assistance for migrants, Colombian returnees, and receptor communities.

The DCOP will be responsible for overall technical leadership for an upcoming project in Colombia, Conectando Caminos por los Derechos (Venezuelan Migrants Human Rights Activity). Primarily, the DCOP will ensure ABA ROLI’s technical lead and contribution to all program aspects are aligned with the overall mission, vision, and values of the ABA and ROLI and the USAID human rights mechanism, and ensure effective coordination with the project prime and consortium partners. The DCOP provides oversight of technical implementation and ensures quality of program deliverables in Colombia, and represents ABA ROLI within the consortium, and alongside the prime partner to USG and international donors located in the country. The DCOP provides updates on relevant political and legal developments in the countries, major technical progress of the project and impact through tangible monitoring and evaluation data.

Principal Duties and Responsibilities

  • Provides technical oversight and coordination of the program goals, objectives and activities.

  • Works closely with the COP and consortium partners on the strategy of project development and implementation, including an initial needs assessment and application of adaptive management approaches, and ensures that activities are aligned with the overall mission, vision, and values of the ABA and ROLI and are responsive to the Colombian context.

  • Collaborates closely with the project monitoring, evaluation, and learning (MEL) team to support the development and use of monitoring, evaluation and learning from program priorities, and integrates learning and adjusts program strategy based on program data.

  • Works closely with COP and the Gender and Social Inclusion expert to ensure that gender and social inclusion activities are integrated and monitored across all program objectives.

  • Creates, fosters, nurtures, and expands working relationships with host government representatives, local justice actors, other NGOs, and similarly situated entities to bolster and enhance the opportunity for achieving/exceeding plan/program objectives.

  • In collaboration with the COP and consortium partners, provides input to the recruitment of program personnel, leads the recruitment of ABA ROLI program staff, and oversees and manages program staff assigned as direct-reports and hired by ABA ROLI. Provides guidance and oversight of program activities including trainings, meetings with stakeholders and partners, and any other relevant activities.

  • Works closely with the COP to coordinate substantive and operational matters, and ensure all approved targets and components are effectively resourced to optimize attainment of the project objectives.

  • Monitors the operational, political, social and legal environment within the host countries and informs consortium members of such shifts that might positively/negatively impact the program.

  • Responsible for ensuring compliance with ABA and donor policies, practices, procedures, and regulations. Accountable for adherence to and compliance with the Foreign Corrupt Practices Act [FCPA].

  • Performs quality oversight of financial management within his/her portfolio, conducting periodic reviews of expenditures for accuracy and reasonableness.

  • Monitors ABA’s operating budget requirements in cooperation with Finance and Program staff, and manages and is accountable for adhering to the approved budget without degradation of service or mission accountabilities.

  • Mentors and trains staff in strategic technical implementation of program objectives and activities, monitoring and evaluation, and reporting.

  • Provides leadership, coaching, counseling, development, and, where appropriate, applies discipline, to and through assigned employees.

  • Performs other related duties as required.

Basic Requirements

  • Juris doctorate from an ABA-accredited law school or recognized foreign law school, or an Advanced degree (U.S. or foreign) in a relevant field, including law, human rights, migration, political, cultural and/or civil society development.

  • At least seven years of previous experience working on international development programs in the Latin American and Caribbean region, including in Colombia and funded by the U.S. Government, and primarily focused on the following initiatives: human rights, rule of law, governance, citizen security and participation, and migration.

  • At least five years of experience as a manager or director of grant-funded international development programs, including a proven track record of personnel management, financial management and compliance, and demonstrated familiarity with U.S. rules and regulations for grants and cooperative agreements.

  • Fluency in Spanish and English (verbal and written).

Preferred Qualifications

  • Experience working with justice sector institutions and/or civil society organizations in Colombia on access to justice, human rights, governance and related litigation.

  • Demonstrated knowledge and experience with the issues driving migration to, and within Colombia, and the roles of government institutions, civil society, the private sector and other relevant stakeholders for improving the political, legal and social responses to human rights and citizen security.
