Job Description

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Sirte and Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services. 
Job Overview/Summary: 
The Grants Coordinator is responsible for the timely production of high-quality project proposals, amendment requests, and donor reports; providing program and support teams with advice on compliance with donor and IRC regulations; leading and managing the Libya office’s partnership strategy and implementation; and taking the lead in coordinating grants management-related capacity building efforts for the national team.
Major Responsibilities
Grants Administration and Reporting:
•Help to ensure that IRC awards in Libya are well-administered and implemented in compliance with the relevant donor regulations and IRC procedures.
•Take the lead on internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements. Maintain close collaboration with all relevant departments in preparation of donor reports.
•Supervise the Grants team in the coordination of project cycle meetings. 
New Business Development:
•Lead program design workshops for new business development opportunities with relevant program and field staff.
•Engage with senior management to address any issues during the proposal development process.
•Work with Grants Team to ensure proposals are tracked with standard IRC tracking tools (e.g. FM01, OTIS).
•Assist in compiling and editing budgets and ensure communication and coordination between all departments (finance, programs, and operations) in drafting of budgets.
Other:
•Maintain a broad and deep understanding of donor policies, regulations, and procedures and build this knowledge among grants team members.
•Proactively identify compliance risks throughout the portfolio and advise programs, operations, finance and senior management on necessary actions.
•Assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants.
•Build grant management capacity of field staff, and providing supervision in report writing, budget management, indicator tracking, IRC-specific tools, and other topics as/if needed.
•Keep documentation of institutional knowledge and program activities in coordination with relevant sector supervisors and coordinators.

Other Internal and/or external contacts: 
Internal: Finance Controller, DDO, HR, Security Department, Health, Protection and MEAL Coordinator, CD, AMU and TUs. 
External:  In-country donor counterparts, especially among UN agencies
Management Responsibilities 
Staff Management and Development
•Direct supervision of the 2 Grants Managers and Budget and Reporting Manager (management in partnership)
•Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

Qualifications

•Bachelor’s degree in relevant discipline, Master’s degree a plus
•At least five years international work experience in relief or development programs.
•Demonstrated successful experience developing projects and writing proposals for public and private donors.
•Demonstrable understanding of project planning and management cycles, and strong program design skills.
•Demonstrable high-level performance management and team-working skills; well developed negotiation skills and ability to communicate effectively in internal and external settings. 
•Previous experience working with European and American public donors, as well as UN agencies.
•Ability to work well under administrative, and programmatic pressures.
•Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment.
•Professional fluency in spoken and written English; able to communicate concisely and with impact.
•Very strong English writing and editing skills; strong computer skills.
•Flexibility to adapt to changing requirements.
•Experience in the region preferred.
