Job Description

As a member of the Measurement Unit, the Measurement Projects Advisor will be responsible for providing strategic guidance and project management support to key initiatives in support of our organization-wide measurement strategy, often in a highly cross-functional manner. This will include running ongoing work-streams and building and piloting new initiatives, making recommendations to the Senior Director of Measurement and other leaders for key project decisions.

The role will report to the Senior Director of Measurement and work in close coordination with subject matter experts and senior technical, programmatic, and other leaders across the organization. In particular, this role will work closely with the Regional Measurement Action Coordinators (RMACs) and Technical Unit Measurement Focal Points. The Measurement Projects Advisor will support the current measurement strategy and will have the ability to influence the next iteration of IRC’s strategy.

This is a dynamic position that will require you to develop broad familiarity with the span of IRC programs and operations around the world. You will need to quickly break down problems and iterate rapidly towards effective solutions, generating support, and building partnerships. You will need to bring together expertise in measurement of programmatic impact with strong strategic problem-solving skills, excellent interpersonal skills, a high level of personal initiative and the ability to work well in a complex, multicultural, dynamic environment.

Major Responsibilities:

Design and manage strategic measurement projects related to delivering IRC’s Measurement Strategy

  • Conceptualize new organization-wide measurement initiatives in coordination with relevant stakeholders and develop strategic and nimble project plans
  • Consult diverse stakeholders to understand existing opportunities and barriers to the effective measurement of our projects and strategy
  • Define actionable specifications and requirements to solve existing or emerging problems or achieve objectives that will capitalise on existing opportunities
  • Track project progress to ensure key milestones are met within target timelines, managing budget as relevant, ensuring quality, reporting back on results and mitigating risks
  • Consult diverse stakeholders to understand existing opportunities and barriers to the effective measurement of our projects and strategy
  • Work in collaboration with others to define achievable timebound workplans that set out clearly collaborative expectations and milestones against a clear change pathway
  • Incorporate best practice from M&E in humanitarian and development settings to ensure projects deliver best-in-class solutions in support of measurement strategic priorities
  • Communicate with key stakeholders across IRC, engaging expertise from outside the Measurement Unit as appropriate to project objectives
  • Projects could include but are not limited to:

Oversee field testing of new approaches, processes and resources

  • Plan, coordinate and support pilot testing of new measurement initiatives; this may include selecting pilot countries, onboarding country staff to new initiatives, supporting field staff during the pilot, and gathering and embedding insights from pilots
  • Lead and support the continuous improvement of existing measurement initiatives working closely with relevant stakeholders
  • Work closely with the Capacity Building Advisor, Regional Measurement Action Coordinators, Technical Unit M&E Focal Points, and other staff to develop training materials and support change management for new initiatives as they are rolled out and institutionalized globally
  • Communicate insights and announcements with M&E and field staff across IRC

Qualifications

  • Bachelor’s degree in humanitarian, development, statistics, or related field required; Master’s degree preferred
  • At least 5 years of professional experience in monitoring and evaluation; experience with M&E in the humanitarian field and dedicated project management experience is strongly preferred
  • Experience in humanitarian setting or development contexts; some field experience in low resource or emergency contexts
  • Excellent organizational and administrative skills, with the ability to handle and prioritize multiple streams of work with attention to detail and deliver under pressure
  • Exceptional critical thinking skills; ability to problem solve and follow up appropriately; calm, adaptable and resourceful
  • Excellent collaborator with strong interpersonal skills; able to build relationships with leaders and staff across different departments
  • Excellent oral and written communication skills; able to quickly gather, synthesize and summarize information in a clear manner
  • Excellent computer skills: MS Word, Excel, PowerPoint, file sharing, and M&E-specific technologies
  • Able to work independently and productively in a dynamic environment – proactivity and initiative to problem solve is critical
  • Willingness to travel

Preferred Requirements

  • Experience/familiarity with NGO professional setting
  • Knowledge of French or Arabic strongly preferred, other languages will be an advantage

Working Environment:

  • Standard office environment
  • Travel up to 20% of the time, including possible travel to high-risk environments to support IRC’s field teams
