Job Description

The IRC Yemen began its programs in October 2012. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through a local partnership in Health, Environmental Health, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment. These sectors are responding to food insecurity, cholera and other humanitarian needs within the displaced and conflict affected populations.

Scope of Work:

As part of its Child Protection program, the IRC Yemen is providing psychosocial support (PSS) and case management services to vulnerable children, adolescent boys and their caregivers in Al Dhale’e, Abyan and Aden governorates. The Child Protection Information Management (CPIM) Officer will primarily be responsible for ensuring CP case management data is accurately and ethically collected, stored, analyzed & shared in strict adherence to the CPMIS+ Guidelines and relevant protection standards. S/he will also be responsible for leading on, with support for the M&E department, the monitoring and evaluation and reporting aspects of the CP activities to inform better program interventions under the supervision of, and with technical support from the Child Protection Coordinator. S/he will also lead on developing and implementing qualitative feedback mechanisms, with the Client Responsiveness and Accountability (CRA) team, of programming activities and services.

Responsibilities:

Monitoring and Information Management

·Directly oversee all CP data collection and management with the support and supervision of the CP Coordinator;

·Ensure data received from the field teams is correctly entered into the program trackers on a weekly regular basis - gather, consolidate, clarify errors and clear the program data;

·Ensure accurate and regular data entry and review, including robust analysis and identification of trends, following the CP information management protocols and standards set out by the CPIMS+;

·Maintain the CP information management system and ensure safe and accurate documentation, filing, storing and usage of information;

·Share weekly the updated Program Data and Indicator tracker with the CP Coordinator and CP Managers/Senior Officers;

·Ensure all hard copy of case management and CP activities files are securely stored (i.e. in strong lockable file cabinets where appropriate);

·Contribute to project monitoring and evaluation, including leading on or supporting the team with focus group discussions, community consultations, and carrying out feedback surveys with children, adolescent boys and caregivers;

·Analyze and share results of focus groups and community consultations, including identifying trends and context changes;

·Participate in the design and implementation of the M&E plans for the CP program;

·Support the CP team on the CP emergency assessments in case of new displacement;

·Regularly visit program activities to ensure that all data is correctly collected and stored, and shared in a timely manner;

·Use project indicator data to monitor achievement towards objectives; report any projected shortcomings or gaps to the CP Coordinator;

·In coordination with the MEAL team, develop online database forms and other tools to facilitate the collection of data from field-based staff;

·Support proposal development as necessary;

·Participate to the inter-agency CPIMS+ taskforce led by IRC and Save the Children.

Reporting

·Submit monthly program data and indicator tracking reports and analysis to the CP Coordinator and CP Managers/Senior Officers, in-line with safety and ethical standards;

·Compile, edit, and write monthly and quarterly CP quantitative program reports using assigned template, including collating reports from field staff and producing final information products.

Training and Supervision

·Train and offer needed support to CP staff to correctly and effective use CPIMS+ tools, CP case trackers and other program activity and indicator trackers;

·Train CP program staff in data collection and reporting tools and requirements as needed;

·Train CP program staff on online databases as needed.

Other

·All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies;

·Other related duties as assigned by the supervisor/CP Coordinator.

Qualifications

Requirements (Qualifications, Skills and Abilities)

·Demonstrable clear and genuine willingness to work and learn quickly and be committed to developing professionally in the field of Child Protection – essential;

·Studies related to information management preferred; studies and/or professional experience programming on Child Protection – highly desired;

·Excellent computer skills and abilities in Excel, Word, and web-based platforms/databases, and the ability to train others in these systems;

·At least one year of previous work experience in information management or overseeing activities with a humanitarian organization; experience directly working with displaced populations strongly preferred;

·Ability to organize and manage data; and always adhering to confidentiality and respect for clients at all times is essential;

·Demonstrated commitment to the humanitarian principles of humanity, neutrality, and impartiality;

·Willing to work with people from different ethnic groups, religions, nationalities, and economic backgrounds;

·Strong ability to work independently, meet deadlines, prioritize work under pressure, and maintain attention to detail;

·Willing to work as a member of a diverse team and maintain a positive attitude and good communication under pressure;

·Fluent in written and spoken Arabic; good written and spoken English.

Work Environment

The position is based in Aden, Yemen and covers Aden, Abyan (Lawder) and Al Dhale’e governorate. Regular travel to field sites across the three governorates is required.
