Senior Policy Analyst*

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Second-level universtiy degree in international studies, public policy, political science or law or related fields
• Diplomatic experience or experience working in political affairs with international organizations or governments
• Experience in preparing analytical reports
• Excellent communication and drafting skills
• Knowledge of regional political history and developments
• Diplomatic and negotiating skills
• Some knowledge of the OSCE principles and commitments

Furthermore, this level of responsibility requires the following:

Education:

Second-level universtiy degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:

Mandatory:

• Minimum 6 years of increasingly responsible analytical and/or research experience, preferably in law enforcement agency;
• Experience in working with public safety agencies and/or international organizations;
• Knowledge of principles and practices of operational, tactical and strategic analysis, research and use of academic literature;
• Knowledge of current trends and advancements in the analysis and research of issues related to public safety and criminal justice processes;
• Strong analytical and research skills and an understanding of evaluation methods with the demonstrated ability to interpret complex information, develop inferences and make recommendations;
• Understanding of relevant legislation, policies and IT systems appropriate to the role;
• Ability to communicate effectively in writing to produce high quality, comprehensive and structured thematic and assessment reports, as well as other inputs for the specified tasks assigned;
• Professional fluency in English language; capacity of drafting professional documents under pressure within limited timeframes and good management of competing priorities;
• Demonstrated ability and willingness to work as a team member, with persons of different cultural and religious backgrounds, different gender and diverse political views; while maintaining impartiality and objectivity;
• Ability to operate windows applications, including word processing, data-base programmes, Excel and other Windows based programmes.

Desirable:

• Education in criminal law and procedure or certified police/law enforcement training;
• Knowledge of evidence based policing,operational policing related best practice;
• Knowledge of regional public security and safety developments, in particular in the field of organized crime, corruption and terrorism;
• Familiarity with project management;
• Knowledge of OSCE principles, structures,institutions,field activities and commitments;
• Practical experience and/or working knowledge of European Union/European Commission, EULEX, United Nations, NATO/KFOR authority mechanisms and local institutions;
• Previous working experience in South Eastern Europe.

Under the general supervision of the Chief of Serious and Organized Crime Section, the Senior Policy Analyst performs the following duties:

1. Performing complex professional analytical duties and research functions in support of an assigned public safety and security problem analysis, including but not limited to: organized crime, corruption and all forms of transnational threats;
2. Conducting analysis of information, statistics and data to identify needs of Kosovo law enforcement institutions and recommends the course of action in the field of combating serious and organized crime, corruption and transnational threats;
3. Developing qualitative and quantitative research and analysis designs, performs set and ad-hoc research and analysis, develops variety of research and analytical products, compiles and manages statistical data, and produces Departments strategic, thematic and assessment reports;
4. Providing analytical reports on trends and patterns of criminal activity and disorder, identifies the underlying causes of these problems and turns them into recommendation to address emerging threats that have impact on security and public safety policies;
5. Initiating and disseminates analytical information; systematically examines quantitative and qualitative data; identifies, collects and synthesizes pertinent information from a variety of sources; evaluates and assesses their value and prepares reports, correspondence and summaries as required;
6. Thinking critically and creatively about public safety problems and reviews current public safety events to evaluate their potential impact on Departments operations and the community as a whole;
7. Interacting and conducts regular meetings to discuss data analysis and public safety trends with local counterparts, including international organizations; and maintains effective working relationships with those contacted in the course of work;
8. Liaising closely with responsible counterparts at the OSCE Secretariat and OSCE Field Missions, external donors, as well as with local and international stakeholders to assist in the future development of effective security and public safety programmes related to serious and organized crime, corruption and transnational threats;
9. Supporting the drafting of the project related documents through all the stages of the project management cycle and supports the implementation of Sections activities;
10. Attending conferences, workshops,seminars and courses relevant to the post and makes oral presentations to a variety of groups as required by the Mission;
11. Performing other duties as assigned.
