1.    Organizational Context

 

  1. Organizational Setting

     

    The post is located in the IT Technical Division of the Information and Communication Technology (ICT) Department.  The Division is responsible for providing technical services to support WIPO’s operations covering cloud service providers, data centers, computer network, servers, storage systems, desktop and mobile equipment, telecommunications, and conference audiovisual facilities.  The Division also coordinates ICT technical services for WIPO offices outside Geneva.

     

  2. Purpose Statement

     

    The main role of the incumbent is to plan, direct and evaluate the development and provision of IT technical services that are critical in meeting substantive Organizational operations, objectives and functions, and is responsible for managing the teams in charge of infrastructure support, desktop operations, service desk and other diverse activities undertaken by the Division.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Chief Information Officer (CIO).

     

  4. Work Relations

     

    The incumbent maintains regular communication and consultations with IT managers in the different business sectors, with members of the Senior Management Team responsible for WIPO External Offices, the Chief of Staff, as well as different services within the Administration and Management Sector such as Procurement and Travel Division, Finance Division, Program Performance and Budget Division, as well as Security and Information Assurance Division.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Formulate the strategy and framework for, and direct all work related to, the operation of WIPO’s global ICT infrastructure, including telecommunications and computer systems platform integration between WIPO headquarters and External Offices, conference services and data center services both on-site and off-site etc. Ensure agility and responsiveness to evolving business objectives, requirements and growth.

 

b.  Advise the CIO and critical business sectors on capabilities in relation to business continuity, and direct the implementation and maintenance of such capabilities with regards to WIPO’s global ICT infrastructure.

 

c.  Define and direct the Division’s portfolio of work and exercise significant and strategic human and financial asset management. Flexibly deploy and redeploy resources into value-added activities and away from areas without comparative advantage in accordance with the results-based management framework and underpinned by major service level agreements and key performance indicators.

 

d.  Assess and authorize innovative sourcing strategies for the provision of ICT infrastructure both at WIPO headquarters and External Offices, and ensure the management of the same.

 

e.  Plan and direct major tenders related to ICT technical services. Manage critical and complex contracts or agreements with external service providers or partners. Develop solutions to unprecedented or unique problems. Anticipate and manage changes to internal processes and staff competencies.

 

f.   Lead the ICT Service Management and the Service delivery activities spreading a culture of customer-centric orientation within the division.

 

g.  Organize resources, establish priorities for and direct the implementation of major ICT technical projects aimed at developing or reinforcing critical ICT capabilities, ensuring that they improve service delivery, deliver business value and are implemented on time, within the allocated resources, and in line with information security requirements.

 

h.  Maintain keen awareness of technological developments, the needs of the Organization and industry best practice, and advise senior and executive management on the opportunities and implications for innovation or risk mitigation. Consult within ICTD and with other Directors and senior staff in business sectors to ensure that overall ICT infrastructure capability and capacity meet current and future business expectations. Identify and proactively manage risk management processes in order to avoid critical ICT-related service outages.

 

i.   Represent WIPO and provide authoritative expertise and strategic advice at international, regional and national meetings.

 

j.   Perform other related duties as required.

 

 

3.     Requirements

 

Education

Essential

Advanced university degree in computer science, information technology or related discipline. A first-level university degree in one of the disciplines mentioned above plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

 

Project management certification.

 

Desirable

Prince2 certification.

 

Experience

Essential

At least 15 years of relevant professional experience including a minimum of seven years of managerial experience in managing large scale ICT technical operations and supporting global operations.

Experience in vendor and contract management.

 

Desirable

Project management experience obtained in a technical environment.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Ability to work in other official UN languages, particularly French.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the November 2019 rate of 76.7%

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
