Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.


The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.

The Waste and Environmental Safety Section is responsible for the delineation of a global waste safety framework based upon the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, and the development and application of safety standards for the management of radioactive waste, decommissioning, remediation and environmental releases.

The Radioactive Waste and Spent Fuel Management Unit develops safety standards for the management of all types of radioactive waste and spent fuel and promotes their application among Member States, and provides the Secretariat for the Joint Convention and the Waste Safety Standards Committee (WASSC). The Unit fosters the exchange of information among Member States through the organization of meetings, conferences and dedicated projects on the management of radioactive waste, and the sharing of insights gained from advisory and peer review missions with other Member States. It provides leadership for review and training services to operators, regulators and other specialized organizations involved in the safety of radioactive waste and spent fuel management. The Unit provides technical support to a substantial number of projects supported by the IAEA's technical cooperation programme and the Asian Nuclear Safety Network, including training courses and dedicated workshops.


Main Purpose

The Joint Convention and WASSC Coordinator reports to the Head of the Radioactive Waste and Spent Fuel Management Unit. He/she is the focal point of the Secretariat of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. As the Coordinator of WASSC, the incumbent develops the policy for the review and approval of the IAEA Safety Standards related to radioactive waste and spent fuel management, environmental releases, decommissioning and remediation and promotes its implementation.


Role

The Joint Convention and WASSC Coordinator is a policy developer and coordinator in a multilateral environment comprised of diverse and potentially conflicting views on waste and environmental safety, responsible for finding workable solutions and achieving results through the deliberation of technical and programmatic issues.


Functions / Key Results Expected

  • Formulates and implements the IAEA's policy in the subject area, reflecting national and international developments in the principles and practices of waste safety, and their application to areas of interest to Member States.
  • Contributes as the IAEA's focal point to improving the efficacy of the Joint Convention, maintaining close links with Member States, encouraging governments to ratify and identifying means to improve the Convention's usefulness to the Contracting Parties. As such the Coordinator is responsible for the functioning of the Joint Convention, implements the decisions taken and approved by the Contracting Parties, promotes and works towards increasing the number of Contracting Parties, organizes promotional activities and organizes the Review Meeting and associated meetings of the Contracting Parties.
  • Leads the IAEA's activities aimed at achieving a harmonized and complete set of waste and environmental safety standards by critically reviewing existing waste and environmental safety documents to ensure coherence and that they address the needs of Member States. Where required, proposes new or revised documents, verifies all relevant draft documents conform to the Safety Fundamentals and Standards, and ensures other IAEA documents appropriately and accurately reflect the safety standards.
  • Collaborates and coordinates related activities with other Divisions of the Agency and with other international organizations.

Qualifications, Experience and Language skills

  • Advanced University degree in Science or other engineering related field.
  • A minimum of 10 years' experience in radioactive waste safety or related areas, of which at least 5 years should have been spent in regulatory activities in a managerial position.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $88162 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 35177, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
