The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

UNMAS Syria Response

Operating under the mandate of Security Council resolution 2165 (renewed in 2017 with SCR 2393), UNMAS deployed the Syria Response programme at the request of the Deputy Regional Humanitarian Coordinator in August 2015 and subsequently activated the Mine Action Sub Cluster under the Protection Cluster to address the impact of explosive hazards within Syria. UNMAS is the lead agency for the Mine Action Sub Cluster for the Syria Response.
Established in Damascus since 2018, following the signature of a Memorandum of Understanding (MoU) with the Syrian Arab Republic, UNMAS strives to expand humanitarian mine action in Syria, with the aim to respond to high humanitarian needs. This includes humanitarian mine action activities prioritized in the Humanitarian Response Plan (HRP) for Syria: risk education, victim assistance, survey and clearance.
The conflict in Syria has been characterized by the extensive use of explosive weapons which resulted in large scale explosive hazard contamination, with the presence of diversified types of ordinances. According to the Humanitarian Needs Overview (HNO) 2019 for Syria, 10.2 million people live in communities reporting explosive hazard contamination; men, women, and children, are exposed to the threat of grave injuries and death on a daily basis. Millions of people live with a permanent disability and new conflict-related trauma cases lead to thousands of permanent disabilities requiring long-term and multi-dimensional support

Under the supervisor of the Operations Advisor – Victim Assistance, the Operations Analyst (Victim Assistance) duties and responsibilities are as follows:

  • Review and suggest to the Operations Advisor – Victim Assistance definitions and scope of activities to develop the Victim Assistance pillar in Syria
  • Coordinate with international and national organizations involved in the provision of relevant services related to Victim Assistance, and facilitate information sharing to create a platform
  • Follow up on Victim Assistance Situation Analysis and recommendations report
  • Support in the implementation of relevant actions to develop Victim Assistance approaches 
  • Assist in identifying and exploring new opportunities and methods to implement and/or provide support services to victims
  • Liaise and coordinate with relevant national authorities including Ministry of Health, Ministry of Social Affairs and Ministry of Education 
  • Support in initiating necessary actions and in the negotiation process with relevant authorities, to develop a Victim Assistance National Plan; in line with other existing national programmes (health, disability, etc.)
  • Create and animate a Victim Assistance Working Group, and help ensure regular meeting with relevant participants; including related authorities and organizations involved in the provision of relevant services related to Victim Assistance
  • Support in conducting awareness sessions to promote the development of Victim Assistance; and the inclusion of survivors and people with disabilities in the humanitarian response, reconstruction/recovery programmes and national policies
  • In close collaboration with Information Management Team, help deliver training to relevant stakeholders in order to develop qualitative Victim Data Collection (VDC) in new accessible areas
  • In close collaboration with the Information Management Team, support in implementing a mechanism to help monitor the services provided to victims by Mine Action actors
  • In close collaboration with the Information Management Team, prepare regular reports on achievements and maintain clear documents on action taken on Victim Assistance issues
  • Develop and maintain a tracking system to assist supervisor in following up on action points to ensure work plans are met
  • Assist in updating and disseminating a Victim Assistance services directory by governorate
  • Assist in facilitating and monitoring referral pathway to ensure access of services for victims
  • Assist in the creation of a Victim Assistance working group in Damascus
  • Perform any other tasks and duties as requested by the Operations Advisor - Victim Assistance

Post may include regular travel to different accessible areas of Syria.

Education/Experience/Language requirements

Education
  • A First-level University Degree (Bachelor's Degree or equivalent) with 2 years relevant experience; OR
  • A Secondary School Diploma (High School Diploma or equivalent) with 6 years relevant experience is required.
Experience
  • Relevant experience is defined as experience in Operations, Business Administration, Social Science, Programme Management, Project Management, Research or Analysis.
  • Experience in humanitarian coordination is desired.
  • Experience in working with Ministries, NGO’s and other national authorities is desired.
Language
  • Fluency in English and Arabic (writing, speaking, reading) is required.
