Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Sexual exploitation and abuse is a violation of human rights, but unfortunately a significant risk and reality in the humanitarian and development sector. Incidents remain globally under-reported. UNOPS implementing partners and contractors are required to meet the UN Standards related to prevention of sexual exploitation and abuse. To increase knowledge of the principles of PSEA in Myanmar, UNOPS is focusing on building capacity through training in the principles of the ‘Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH). There are very few trainers who are trained and qualified to deliver much-needed training in prevention of sexual exploitation, abuse and harassment in Myanmar, which leaves a significant gap when trying to raise awareness amongst implementing partners.

Senior Training and Capacity Building Analyst (PSEA) will work under the direct supervision of Programme Manager (PSEA Focal).The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.


Functional Responsibilities

The objectives for the Training and Capacity Building Officer (PSEA) are:

  1. Contribute to the prevention of sexual exploitation, abuse and harassment in Myanmar, and reinforce and implement UNOPS zero tolerance approach for inaction (with UNOPS partners), through trainings and capacity building 
  2. Increase knowledge of the principles of sexual exploitation, abuse and harassment amongst UNOPS Myanmar personnel, implementing partners and selected suppliers
  3. Develop a cohort of high-quality trainers who are able to provide training in prevention and response for sexual exploitation, abuse and harassment for all relevant partners in Myanmar.

To meet these overall objectives, the Training and Capacity Building Officer (PSEA) will carry out the following tasks, in accordance with UNOPS policies, procedures and practices:

  1. Developing Training Package: Through streamlining existing UN and INGO training materials, and drawing on established principles and practices to develop new material where needed, the Training and Capacity Building Officer develop a comprehensive training package for the prevention of sexual exploitation and abuse. It will include:
    1. Module-based approach, to be able to customize according to need (eg. sexual harassment in the workplace; harassment and bullying, including sensitization for LGBTQ matters, positive behaviours; setting up a reporting mechanism, conducting an investigation/fact finding reports; how to receive a complaint; escalation etc). These should be divided into core and elective modules.
    2. Training approach should be highly participatory, with strong engagement and activities.
    3. Dual language (English and Myanmar language) with potential for translation into further Myanmar languages where necessary
    4. Presentation materials, training scripts, handouts, exercise sheets
    5. Related tools and templates for monitoring of PSEA minimum requirements
  2. Cohort of Trainers: The Training and Capacity Building Officer will conduct ‘Training of trainers’ and establishment of the trainer pool in Yangon and States/Regions
  3. Prevention and Response Training: The Training and Capacity Building Officer will support each implementing partners to identify their accountable senior manager/s and their responsible focal point staff for training in prevention and response. This training would orient them to understand and implement the ‘PSEA Minimum Requirements’ and required steps in the case of a report (escalation, fact-finding reports, etc). The Training and Capacity Building Officer will support ‘Prevention and Response’ trainings (in a number of locations nationwide) for accountable and responsible persons from 150 partners (approx.)
  4. Awareness Raising Training: The Training and Capacity Building Officer will support awareness raising sessions, using training materials as outlined above, for all staff of UNOPS and implementing partners, so they are familiarized with the principles, expected behaviour, how to report, red flags. 
  5. Knowledge Management: The Training and Capacity Building Officer to actively interact with other stakeholder to share case studies, lessons learned and best practice on the Knowledge System and   provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.

Monitoring and Progress Controls

Ensure that the project delivers the defined outputs within the specified tolerance of time, cost, quality, scope and benefits. Compliance with UNOPS policies, regulation and rules, ensuring improved efficiency of the MMOC leading to success in the implementation of the project, leading to partner satisfaction. S/he is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case.


Education/Experience/Language requirements

Education

●       A Master’s degree in social work, social science, gender, international development, education, public management and business administration or any relevant discipline is required.

●       A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of  a Master’s degree.

Experience

  • A minimum of two years of experience in delivering training and capacity development in the field of humanitarian and development sector is required.
  • Experience in any of the following areas is highly preferred: prevention of sexual exploitation and abuse, gender, gender based violence, sexual harassment, workplace conduct or related topics.
  • Knowledge of Myanmar context related to gender, sexual harassment, sexual exploitation and abuse is preferred. Experience in gender-related work, including mainstreaming and women’s empowerment would be an asset.
  • Demonstrated experience in public sector capacity analysis and assessment, and/or capacity strengthening is required.
  • Experience working with the UN system, government, international Non-Governmental Organizations and Local Civil Society Organizations in Myanmar is preferable.
  • Computer literacy in Microsoft packages (MS Word, MS Excel) is required.

Language

  • Fluency in English and Myanmar language is required.
