UNOPS Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Access to Health Fund

The Access to Health Fund aims to improve Health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with the Ministry of Health and Sports, Ethnic Health Organizations, national and international NGOs, the United Nations, and other partners to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems.

The Access to Health Fund is supported by four donors - the United Kingdom, Sweden, the United States, and Switzerland. Its Board includes these four Donors and the Ministry of Health and Sports.





Background Information - Job-specific

The ACCESS Fund Management Office is responsible for the execution of the monitoring and evaluation (M&E) strategy and accountable to the Fund Board. The post is located in the Fund Management Office which comprises 60 staff members organised in the following teams: Strategy, Programmes, Monitoring & Evaluation, Fund Director’s Office and Communications, Programme Management Office, and Procurement.

The purpose of the M&E team/function is:

  1. To monitor grant-implementation, the setting of targets, and the achievement of results
  2. To provide strategic information for programmatic improvements and adjustments;
  3. To support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the ACCESS-supported programmes;
  4. To report to the Board on results and progress of the Fund, and respond to other Donor needs;
  5. To put in place data collection mechanisms to inform the Fund’s evaluation.

 Purpose and Scope of Assignment

As the leader of the M&E team (10 people in total), the Senior M&E Manager will ensure that the ACCESS program and grants are monitored and evaluated rigorously. These activities are implemented by a diverse group of partner-organisations: Ministry of Health and Sports, international and local NGOs, Ethnic Health Organisations, and UN agencies.

The M&E system must be able to:

  • Monitor progress of individual projects (grants) funded by ACCESS;
  • Assess the performance of geographic and thematic portfolios comprised of multiple projects;
  • Aggregate data to monitor the Fund’s progress against its own overall performance monitoring framework (logframe)
  • Establish systems and mechanisms that will generate data to evaluate ACCESS Fund’s performance overall;
  • Design and manage studies that are either implemented by ACCESS staff or more commonly contracted to national and international consultants;
  • Lead the continuous enhancement of ACCESS’ M&E system, to ensure it remain synchronized with evolving programming and emerging demands for data.

Detailed duties and responsibilities:

System design

  • Design and enhance the M&E system to ensure  it is able to meet the evolving data needs and emerging priorities of the Fund
  • Maintain the implemented policies, guidance, systems, procedures and tools related to monitoring and evaluation, and update as needed.
  • Lead the operationalization of Performance-based Funding for the portfolio of service delivery and system strengthening grants

Team management

  • Provide technical oversight, coach and supervise the members of the M&E team and oversee day-to-day operations of the team.
  • Promote the concept of learning-oriented environment within the Fund Management Office- dissemination of lessons and knowledge sharing.
  • Lead work-planning and workload allocation within M&E Team
  • Supervise, coach and manage performance of the M&E team members

Own and oversee the Fund’s M&E plan of work

  • Oversee all data collection and analysis processes to measure progress and achievements according to the M&E plan.
  • Support M&E team members in the development of Implementing Partners’ logframes, monitoring of IP performance, and programmatic improvements.
  • Oversee the production of the Result Matrix and various analytical products in a timely manner.
  • Write reports, analyse findings and provide recommendations as required for contributions to planning, risk management and reporting. Ensure easy public access to M&E reports and data and support wider distribution.
  • Develop close working relationships with all project participants and stakeholders; establish and maintain good working relations with the Ministry of Health and Sports,  the Fund Board,  as well as other high-level stakeholder.
  • Coordinate supporting various donor-led and UNOPS-led assessments, and responses to data requirements from donors.
  • Coordinate the planning and implementation of the mid-term and final evaluation by an independent evaluator

Systems Strengthening and capacity building

  • Mobilise relevant M&E technical assistance in a timely manner.
  • Manage contracts and oversee work of the technical assistance providers to ensure relevant, good quality and timely deliverable with considerable added value for the Fund.
  • Coordinate with relevant stakeholders to strengthen data quality in Myanmar’s national Health Management Information System (HMIS) and HMIS of Ethnic Health Organisations
  • Initiate required training events with stakeholders, including implementing partners, in M&E topics.  Support the M&E team in coordinating training events.
  • Coordinate the planning and implementation of the mid-term and final evaluation by an independent evaluator

Other

  • Perform additional ad hoc assignments as per request of the Supervisor.
  • The incumbent will be responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and those of UNOPS.

Education/Experience/Language requirements

i.  Education

  • Master’s degree in Public Health, Social Science, or other related field is required.  A Bachelor degree in related fields combined with additional two years of experience in similar responsible position in developing countries is considered as equivalent.

ii.  Work Experience

  • A minimum of seven (7) years of relevant work experience in monitoring and evaluation of health related projects is required. 
  • Experience in public health, including some of the following
    • the logical framework approach and other strategic planning approaches;
    • M&E methods and approaches (including quantitative, qualitative and participatory);
    • planning and implementation of M&E systems;
    • training in M&E development and implementation;
    • facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;
    • information analysis and report writing.
  • Experience of leading teams
  • Ideally, work experience in conflict-affected areas of Myanmar
  • Computer and information technology literacy, including demonstrated expertise in Microsoft Excel, Word and Access is required.

Expected Technical Skills

  • Programme performance assessment and preparation of strategic information
  • Quantitative and qualitative analysis.
  • Extensive experience in developing logframes/results frameworks and identifying appropriate performance indicators.
  • Excellent writing and data analytical skills.

iii. Language
  • The position requires excellent written and spoken English and Burmese languages
