The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the OSCE Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Strategic Police Matters Unit (SPMU) at the Secretariat responds to requests from participating States for specific expert advice on policing and police-related activities. Good policing has played a vital role in preventing conflict, in preserving social stability, as well as in supporting the rehabilitation period following the end of conflict.

Based on the mandate presented in the OSCE Strategic Framework for Police-Related Activities (PC.DEC/1049), the OSCE supports its participating States in developing their police services and strengthening professional policing standards, including gender issues. Assistant Project Officer will assist the Project Manager in implementing activities of the following project: “Increasing and Supporting Women’s Participation at all Levels of Policing”. Up to four pilot countries will be chosen for the implementation of the project, starting with Montenegro.

     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Head, Strategic Police Matters Unit and the direct guidance of the Project Manager (Police Affairs Officer), should you be selected, you will provide substantial input and assistance in implementation of the project’s activities; more specifically, you will be tasked with:

1. Assisting Project Manager in preparing and carrying out situational analysis, drafting written reports, conducting desk research, drafting meeting and interview plans and carrying out interviews;

2. Working closely with stakeholders in the Secretariat, field operations and relevant national stakeholders in the pilot countries throughout the implementation of the project;

3. Assisting the Project Manager in conducting needs assessments; if necessary traveling to the pilot countries;

4. In close co-operation with colleagues within field operations, identifying, mapping and meeting potential local, regional/international interlocutors for the project;

5. Drafting plans of recommended, tailored measures for the pilot countries, aiming to achieve project’s objectives;

6. Assisting in planning, preparing and actively participating in national launching events; drafting agendas, identifying speakers, preparing talking points and designing presentations; drafting reports with recommendations, based on the findings of the conducted events/workshops;

7. Preparing media advisories and news items; drafting plans for launching and disseminating promotion materials;

8. Assisting in planning, preparing, and participating in meetings with main co-operation partners and national stakeholders in each of the pilot countries where recommended tailored measures and activity plans will be presented and their implementation will be discussed;

9. Guiding and managing the work of a Project Assistant;

10. Performing other related duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in Social, Political or Security/Police Science or other related field;
  • A minimum of 2 years of relevant professional experience in the field of gender equality and law enforcement;
  • Proven project management skills and/or experience;
  • Experience in conducting research and drafting reports;
  • Established previous experience in implementing activities; including excellent organization and planning skills;
  • Proven presentation skills;
  • Previous experience working with designers on publications and/or promotion materials;
  • Experience in making use of social network services;
  • Familiarity with political and historical situation in Western Balkans, Central Asia and South Caucasus is desirable;
  • Willingness to travel;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience in Microsoft applications;
  • Professional fluency in English including excellent drafting and communication skills;
  • Knowledge of other OSCE working languages, especially Bosnian/Croatian/Serbian and/or Russian languages, would be an asset;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 3,916 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
