Job Description
SCOPE OF WORK: Based in Yangon, with frequent travel to IRC and partner project areas, the Partnerships Coordinator is responsible for implementation of IRC Myanmar partnerships and sub-grants processes, effectively supporting the country program to build and manage potential partner relationships, administer sub-grants, and manage processes for sub-awardees. This position also contributes to concept note and funding proposal development, specifically related to partnerships planning and collaboration. Reporting to the Senior Grants & Partnerships Coordinator and overseeing the country program’s Partnership/Sub-Grants Unit, this position works closely with sector leads, Grants, Finance, and Operations on partnership and sub-grant management.
The IRC’s Partnership Excellence for Equality and Results System (PEERS), is the internal policy guiding IRC Myanmar’s partnership/sub-grants work, including oversight of key risk control elements of the entire partnership and sub-award process. In addition to managing pre-award due diligence processes, contracting process, and establishment of clear monitoring, reporting and sub-award closeout processes for IRC teams and sub-awardees in line with PEERS requirements, thePartnership/Sub-Grants Unit works with programs, grants, finance and operations staff to develop internal and partner capacity in financial reporting, donor compliance and areas identified for improvement identified through pre-award assessments and monitoring action plans.
Partnership Management
- Supervise and support the Senior Partnerships Manager in partnership development and pre-award responsibilities, including strategic partners mapping, partner identification, partner vetting and pre-award assessments in line with PEERS requirements, with an emphasis on local partnerships.
- In consultation with senior management and program staff, take forward initiatives to enhance local partnerships, and support further development of local partner capacity development, approaches and processes.
- Ensure a multi-functional Partnership Committee is established/maintained and meets regularly, and lead local partner solicitation and selection process and ensure records for the final selection are maintained.
- Responsible for ensuring organizational development needs among select partners are understood, communicated, and effectively supported as appropriate, ensuring resources for organizational development are incorporated into program budgets as appropriate.
- Identify and advise on opportunities and timelines for the collection and use of partners’ feedback, including enhanced mechanisms for collecting and analyzing partner feedback.
Sub-award Management
- Oversee the implementation of the PEERS system across all areas of sub-award management including the pre-award assessment, partner budget review, contracting tool selection; prepare sub-award agreement packages aligned with specific donor requirements, and facilitate sub-award review through OTIS.
- Lead partner Sub-Grants Opening Meetings to ensure sub-grants agreement terms and conditions are well understood by the sub-grantees; arrange for the initial financial reporting training to the sub-grantees where necessary.
- Ensure Sub-Grants staff effectively support partners in the process of sub-award amendments.
- Establish partner monitoring schedule per PAA result and ensure programmatic and compliance monitoring visits happened in coordination with responsible program coordinators.
- Facilitate timely and accurate submission of partner financial reports and fund requests in accordance with PEERS requirements, and coordinate review of financial and programmatic reports with relevant IRC staff.
- Ensure the timely scheduling and carrying out of sub-award close-out activities in close coordination with IRC internal relevant program staff per PEERS guidelines.
- Oversee the involvement of Sub-Grants staff in grants opening meetings, grant review meetings and grant closing meetings to share sub-award spending, key monitoring information, and learning; ensure updates on partners/sub-grants are communicated in a timely and professional manner to appropriate stakeholders.
- Maintain accurate and up to date records for all sub-awards in line with PEERS and IRC Finance policy requirements.
Capacity building
- Provide on the job capacity building to Partnerships/Sub-Grants Staff, programs, grants, finance and operations staff on IRC’s PEERS system and donor rules and regulations where relevant.
- Provide training and capacity building to partners and IRC staff on PEERS implementation and donor rules and regulations where relevant.
Management
- Supervise Senior Partnership Manager and Sub-Grants staff and ensure efficient use of human resources and coordinated approach to workflow. Ensure quality outputs and support for/facilitation of their work through joint work flow planning, communication with key working relationships, and identification of special/complex issues requiring special attention/support.
Qualifications
- Master’s degree in organizational management, social sciences, and/or other relevant fields with at least three years of relevant professional work experience; or bachelor’s degree in a relevant field with more than five years of relevant experience.
- Two to four years’ work experience in humanitarian/development programming entailing community-based activities, sub-grant management and/or local stakeholder engagement.
- Experience working in a similar role with NGO is highly regarded.
- Exceptional coordination and interpersonal skills and ability to develop and maintain effective working relationships with relevant stakeholders.
- Demonstrable experience working effectively in coordination with multi-functional (e.g. program, operational, finance) teams.
- Team leadership and supervision experience and skills
- Excellent written and oral communication skills.
- Professional fluency in spoken and written English; Myanmar language a must.
- Knowledge of major donor rules and regulations (e.g. U.S. Government, ECHO/Europe Aid, Dfid, UN (UNHCR, UNFPA)
- Willingness to travel frequently to partners’ field offices

Strong computer skills with proficiency in Microsoft Word and Microsoft Excel; experience using, or at least a familiarity with, accounting software and budgeting/budget management is a plus.
