SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

SCA in partnership with Shifo foundation made the first move in introducing Smart paper technology in Afghanistan. The system will support child registration, follow up of children, vaccination plan and other preventive health services which are part of preventive child services delivery. SPT will be provided to children under 2 years of age who receive preventive health services including vaccination, growth and development among others. With SPF forms electronic health record is created for every registered child thus making it possible to follow up of children individually.

“SPT” officer will support the project core team in planning, implementation and monitoring/evaluation of the system. He/she will technically support my child system implementation in targeted HFs of Wardak province

Qualifications & Requirements:

Graduated from recognized university of Medical as (MD) or equivalent certified by relevant higher education authority in Afghanistan.
Have at least Two years of working experience in BPHS/EPHS and familiarity with the nature of Sehatmandi project
Experience in SPT or EPI services as a supervisory or management level will be an advantage
He/she must be a good team player and be able to work in under pressure conditions/circumstances
He/she must have good communication skills
Fluent in English (written and speaking) to effectively communicate issue with Shifo
Able to travel to all districts of the province to supervise HFs, and support implementation of SPT

Main Responsibilities:

Updating of district micro plan with support of PEMT and partner.
Target setting of SPT targeted HFs based on EPI population.
Data entry and analysing EPI data with PEMT and other stakeholder on quarterly bases.
Develop SPT training plan for expansion and scale up and Conducting Smart paper technology training to relevant staff, and post training follow up
Maintain close coordination with Shifo, KMO, PEMT, and EPI officer
Checking quality improvement of data on SPT indicators on monthly basis. Scanning and synchronizing of SPF forms on monthly basis
Validation and data verification of uploaded data and maintaining SPT software system.
Visiting of health facilities to check reports process of health services and on the job training of HF staff.
Maintaining close communication with shifo team in Sweden to clarify any questions related to the project, and sharing progress
Collection of SPT forms/data from HFs and fill delivery forms for number of sessions.
Distribution and availability of electronic reports and registration in the HFs.
Checking of daily vouchers for scanning, synchronizing and verification
Follow up of defaulter children that generates by system with the relevant HFs
Supply management of smart paper forms to relevant HF and updating of stock cards for smart paper forms
Matching of dashboard with delivery sessions form for missed or cancelled sessions
