Organizational Setting

Since January 2019, in accordance with the recommendations to the Evaluation Function, a process of decentralization of functions has been generated from the Evaluation Office (OED) to FAO Budget Managers, who will be responsible for carrying out the Mid-Term Evaluations. The Regional Office for Latin America and the Caribbean (RLC) will support this process by ensuring the quality of the process and the products generated, in close coordination with OED.

As part of these actions, a roster of consultants with experience in evaluating projects and programs is being built for the FAO Regional Office (Chile) and Subregional Regional Offices (Barbados and Panama) or in the country offices within the region.

Interested consultants based in the region are invited to submit their applications online to establish their profiles in the RLC Roster database from which they can be considered for consulting opportunities that may arise. Inclusion in the database does not guarantee a contract with RLC or other FAO units. Applications will be kept in the database for a period of two years. The specific and definitive contractual agreements related to each consultancy will be determined as appropriate to the nature of the same. These assignments do not carry any expectation or imply any right to further extension, renewal or conversion to any other appointment.

Global Call Purpose

The purpose of the call is to attract regional talent for the tasks of Consultant that are available for national and regional mid-term and final evaluations, both of the Global Environment Facility (GEF) and other projects in the region (related to FAO Regional Initiatives). The global call will create a list of applicants that will be used to identify candidates that may be suitable for different tasks in relation to project evaluations.

Reporting Lines

The Final and mid-term Evaluator Consultant will be under supervision of the Manager from the assigned evaluation.

Technical Focus

The Final and mid-term Evaluator Consultant will work in evaluation of projects and programmes in various areas of FAO.

Tasks and Responsibilities
  • Perform the evaluation in accordance with the evaluation Terms of Reference with high-quality standards.
  • Prepare the initial report according to the guidelines received.
  • Deeply develop the evaluation methodology.
  • Carry out the evaluation according to the established methodology and according to the guidelines received.
  • Prepare the final evaluation report.
  • Participate in all informational meetings, debates, field visits.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Complete university education and postgraduate at least at the master level.
  • Five years of relevant experience in Project Evaluation.
  • Required languages\: According to workplace\:
    • Knowledge level "C" of Spanish, level "B" of English, to work in Spanish-speaking countries.
    • Knowledge level "C" of English, level "B" of Spanish, to work in English-speaking countries.
    • Knowledge level "C" of French, level "B" of English, to work in countries to work in Haiti.
    • Knowledge level "C" of Spanish or level "C" of English and knowledge level "C" of Portuguese to work in Brazil.
  • National of the country of the assignment or resident with a regular work permit.
