Greece, as one of the major entry points into Europe for refugees and migrants, has received over a million asylum seekers since January 2015, 37% of them children. UNICEF Refugee and Migrant Response in Greece was established in 2016 to respond to increased needs of the refugee and migrant population in Greece. As of November 2019, there are an estimated over 109,000 refugee and migrants in Greece, including an estimated 37,000 children, out of which 5,276 unaccompanied and separated children (UASC). The “emergency” nature of the operation is exemplified by the trends observed over the past few years – in 2019 alone a total of over 74,482 refugees and migrants crossed over to Greece, of which 14,891 through the land border with Turkey, and 59,591 by sea (83% increase compared to 2018), including 159% more unaccompanied and separated children in the country compared to November 2018 (5,276 vs 2,038 respectively).

In view of the establishment of the Greece Partnership Office, the team will also be supporting the fulfilment of an extended mandate and the roll out of programmatic interventions to address the needs of all children in Greece. Specifically, UNICEF will be working closely with the Government of Greece on the issue of de-institutionalization and alternative community-based care models as well as inclusive education with a focus on children with disabilities.

Purpose of the position

Under the direct supervision of the UNICEF Representative, the Reports Specialist will be responsible for coordinating, planning, developing, compiling, drafting and editing high-quality English language information products including reports, papers, and information materials on UNICEF’s Interventions in Greece for donors, partners, and other stakeholders. The Reports Specialist will also support the relations with/engagement of donors to UNICEF’s Programme in Greece as well as UN to UN partnerships.

The role has a direct impact on the ability of the UNICEF Office in Greece to fundraise for its activities, provide quality donor reports and follow up information, as well as leverage resources in the respective area of intervention.

Key accountabilities and dutues and tasks

• • In collaboration with the Deputy Representative, Programme Officers, Monitoring Specialist, Communication Specialist, and Operations Manager, coordinate, plan, develop, compile, draft and edit weekly and monthly reports and papers on UNICEF’s programmes in Greece (including donor progress and final reports, monthly situation reports, annual reports,)
  • Responsible for the elaboration and implementation of the Resource Mobilization strategy, as per the Annual Workplan of the UNICEF Partnership Office in Greece, the Annual Management Plan as well as Regional strategies and priorities.
  • Provide constant information and updated details to current and potential donors on UNICEF’s programmes in Greece including coordination with UNICEF programme staff, sharing of fact- sheets, newsletter and other programme related information, organization of visits to UNICEF programmes, and liaison with Government donors, National Committees (NatComs), and other relevant partners and stakeholders.
  • Prepare programmatic presentations, memos, and briefings to be used by the UNICEF Representative during internal and external briefings.
  • Prepare and systematically update information material (including SitReps, Fact Sheets, backgrounders, and data tables); briefing materials, and presentations on the situation in Greece, in coordination with the Deputy Representative, Programme Officers, Communication Specialist and the Monitoring Specialist.
  • Maintain and regularly update Strategic Issues analysis for the Representative.
  • Develop and coordinate daily and regular highlights for internal distribution.
  • Support information gathering and information flow across sections and maintain contacts with relevant programme staff, NatComs staff, and RO staff to facilitate timely and accurate information flow.
  • Engage and liaise with other UN Agencies on partnerships, agreements and collaborations within the framework of the refugee and migrant response in Greece.Specifically, manage the establishment and implementation of UN to UN Agreements through the partnership/donor lense including liaising with focal points in Brussels, Geneva, New York and Athens.
  • Track reports due for donors and develop a coherent system for centralizing, recording and monitoring the UNICEF's commitment to specific terms and conditions of funding and reporting.
  • Ensure compliance with ECARO SOPs on quality assurance of donor reports and liaise with ECA Partnerships Advisor and PPD.
  • Undertake visits to programme sites, when necessary.

To qualify as a champion for every child you will have...

Education: Advanced university degree in Communication, Journalism, Business Administration, Public Relations, Social Sciences, or equivalent professional work experience in the communication area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible and relevant professional international work experience in communication, programme reporting, fundraising, donor relations,  programme monitoring and evaluation, ideally with international or child rights organizations. Familiarity with Emergency situations.

Language Requirements: Fluency in English is required for this position.

  • Strong working knowledge of computer systems and applications, specifically interactive digital media.
