THE ASSIGNMENT

Under the supervision of the Country Manager and in close collaboration with other team members, the IT Consultant will contribute to the implementation of the project with a view to provide technical assistance during the establishment of the Specialized Anti-Corruption Court (SACC) within the overall vision of strengthened integrity of Armenia's Criminal Justice System and a specific goal of establishing and applying integrity-based institutional management standards for specialized anti-corruption bodies by the end of CY 2020.

The assignment will focus on providing technical support in analyzing relevant digital tools at the disposal of Supreme Judicial Council (SJC); developing recommendations and solutions for the SACC workflow and electronic case management system; analyzing the SACC caseload distribution and assisting with developing recommendations on improving it; configuring and testing new hardware as well as operating systems, standard and non-standard application software and software upgrades and updates as requested by the SJC and/or SACC.

The IT Consultant will implement the following principle components of the project:

  • Assist the Project Team and Council of International Experts (CIE) as well as the SACC after its establishment in installing relevant software and configuring the hardware;
  • Assist in administering professional and General Skills tests;
  • Analyze digital tools designed for and/or employed by the SJC relevant in the selection process and develop recommendations and solutions for their improvement;
  • Develop recommendations and practical solutions to ensure a smooth and secure process of collecting, managing and storing application forms, applicant background checks;
  • Develop recommendations and digital solutions on efficient workflow and case management system for the SACC while ensuring their conformity with the existing requirements, standards of the Armenian Judiciary;
  • Develop recommendations on security measures, standards and solutions in the context of the SACC workflow and case management system;
  • Assist the respective SACC division in developing manuals and training material on the case management system; 
  • Provide tailored training to the relevant SACC personnel on updating and managing the official SACC webpage;
  • Install, configure, and test new operating systems, standard and non-standard application software and software upgrades and updates;
  • Perform quality checks on outcomes of work performed;
  • Propose and implement new features and correct defects in digital solutions;
  • Provide specialist technical support, such as monitoring performance, responding to reported disruptions and proposing and implementing solutions to recurring problems;
  • Perform on-demand security scans and cleaning of potentially infected systems;
  • Provide quality assurance and participate in quality improvement activities and testing to verify that software solutions meet specified requirements;
  • Provide technical assistance to the Secretariat and stakeholders in using new software and hardware;
  • Implement, configure and test feasible solutions.

 

IDEAL CANDIDATE PROFILE

Education 

  • University degree in relevant field is required.

Experience

  • Minimum of 3 years of relevant experience in analyzing digital systems, developing and applying digital solutions, including document management systems and platforms. 

Languages

  • Excellent written and verbal communication skills as well as the ability to communicate complex ideas effectively in Armenian. Strong proficiency in English is an advantage.

Technical and behavioral competencies

  • Advanced understanding of document management platforms and systems.
  • Advanced understanding of security issues and practical solutions in the context of workflow and document management.
  • Excellent analytical and quantitative problem-solving skills.

TERMS AND CONDITIONS  

For this assignment IDLO shall offer the selected candidate a Single Engagement Agreement of 18 months and a compensation commensurate with qualifications and experience. This local assignment is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station.
