Organizational Setting

Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institution, enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

Reporting Lines\:

Under the overall supervision of the FAO Representative; and direct supervision of Assistant FAO Representative-Programme (AFAOR) and the National Project Coordinator, the incumbent will undertake the tasks outlined below\:

Technical Focus

Design and develop an implementation plan on the agricultural water management aspects of the national water policy of Pakistan based on primary and secondary research including workshops.

Tasks and Responsibilities

Design and conduct stock taking study including thorough primary and secondary research; Conduct a longitudinal analysis assessing previous government initiatives vis-à-vis agricultural water management, critically analysing the successes and failures, identifying gaps and proposing the way forward and recommendations as part of the stock taking study
Identifications of key areas and finalizations of objectives, scope of work and methodology for the study
Draft a list of interviewees and developing questionnaire for the semi structured interviews
Develop a report highlighting the main findings from the stock taking study
Participate in the workshops as a technical resource moderating the discussion to secure feedback from relevant stakeholders for developing the implementation plan on agricultural water management aspects of the national water policy of Pakistan

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Advanced Degree in Agriculture Engineering/Water Resources Management or related field
Five years of relevant experience in the field of agriculture water management and water policy making
Experience working with UN agency or similar INGO
Fluency in English and Urdu
National of Pakistan
