National Consultant to support the UNICEF Albania Country Office in Monitoring, Reporting and Evidence Generation Activities

Since its ratification of the Convention on the Rights of the Child, the Government of Albania has been committed to making child rights in the country a reality. Even, in the framework of monitoring the progressive realisation of child rights, the Government of Albania has marked several major achievements.

The national data collection and management processes, including in the field of children's rights, have been strengthened with adoption of Law 17/2018[1] On Official Statistics. This Law has strengthened the independent role of the national statistical body, INSTAT, to ensure that all official statistical agencies use standards, definitions, classifications and methodologies of the United Nations and Eurostat.

The 2018 Decision of the Council of Ministers on child-targeted statistics assembled by the State Agency for Child Rights and Protection has introduced a statistical framework for child-rights monitoring in the country. The framework comprises 58 indicators on a wide range of children rights, and their annual reporting will enable systematic monitoring of the situation of children in Albania and allow for better evidence-based policy making.

The 5th and 6th State Periodic Report to the United Nations Committee on the Rights of the Child has been presented, representing one of the most comprehensive child rights-focused reviews to be prepared by in recent years.

The mid-term monitoring of the National Action Plan for Child Rights has been published, presenting the most up-to-date information on implementation of the government's commitments to realising the rights of the child.

Beyond the improvements, one of the main constraints in generating robust knowledge on the situation of children continues to be the lack of a reliable, accountable and systematic monitoring of child rights. The challenges are largely related to gaps in the legal and policy framework, low allocation of financial resources on monitoring of children's rights, and generally weak capacities in data collection, disaggregation and analysis. In addition, due to the lack of a culture of accountability, there is limited use of available data for evidence-based policy making and budgeting, and most importantly, there is limited interest to understand how the present policies implementation impact the lives of boys and girls. Furthermore, vulnerable groups such as Roma, Egyptian and children with disabilities continue to remain largely unaccounted for.

Justification

The current challenges in consolidating the child rights monitoring and reporting system in the country call for dedicated / targeted efforts at national and local level, across sectors and with a wide range of professionals and entities, including governmental and non-governmental. Although, UNICEF in Albania's support in this area has contributed to the present achievements, the necessity to provide continues support and expertise remains paramount. To successfully realize this mission, UNICEF in Albania is seeking out support / expertise from a National Consultant.

How can you make a difference?

Under the general guidance of the UNICEF's Child Rights Monitoring Specialist (hereinafter: Supervisor), and in close collaboration with other responsible UNICEF staff, the consultant (hereinafter: the Consultant), will serve as a resource person for the UNICEF office in Albania and its partners to support in all the relevant activities linked with monitoring and reporting.  

Description of assignment:

  • Technical guidance and support to programme team on research, monitoring and evaluation of UNICEF programme on human trafficking;
  • Strengthening of the Child-Rights Monitoring and Reporting Systems including situation analysis of child, youth and women;
  • Programme Planning, Monitoring and Reporting and Knowledge Management;
  • Studies, Research and Evaluation.

Deliverables and Timeframe:

Deliverable 1: Human trafficking (HT) program monitoring, studies and evaluation

 Tasks

  • Periodically review and revise (if needed) the HT program's Performance Monitoring Framework and the Monitoring Plan;
  • Support the design and administration of the HT program's monitoring dashboard;
  • Support the data gathering/assembling to measure and report HT program's achievements against the performance indicators;
  • Support the design of specific monitoring tools for HT program's data collection, analysis and dissemination;
  • Conduct technical quality reviews of HT program's studies and evaluation related deliverables (Inception Reports, Final Reports);
  • Support the identification/extracting of HT program's good practices/lesson learned and compilation/review;
  • Plan, organize and conduct two (2) workshops with local stakeholders in the four (4) identified regions (i) to validate the conceptual framework of the studies and (ii) to present the findings of the respective studies;
  • Perform any other duties as required by the HT programme team in the domain of monitoring, data management and evidence generation. 

Deliverable 2: Child-Rights Monitoring and Reporting Systems

Tasks

  • Support the development of partnerships with relevant stakeholders to establish and/or strengthen monitoring and reporting systems and processes so that reliable and disaggregated data and analysis on the situation of disadvantaged and excluded are available to, and used by, decision-makers in the development child-related policies and programmes.
  • Support the establishment/design and operation of data/information management and monitoring systems/platforms. 
  • Support the identification of capacity gaps (in terms of human resources, processes, indicators, etc.) to monitor and report the progressive realisation of child rights and reduction of equity gaps and the development of strategies to address them.
  • Support the work to strengthen sector-specific administrative data and statistical systems and capacities.
  • Support the efforts in collecting and reporting child-targeted indicators in the framework of Sustainable Development Goals.
  • Support efforts in developing Child Rights Monitoring reports on the status of children's and women's rights issues and on equity gaps.
  • In humanitarian response situations, provide support for rapid and post-situation assessments.

Deliverable 3: Program Planning, Monitoring and Reporting and Knowledge Management

Tasks

  • Support the identification / extracting good practices/lesson learned, compilation/review and dissemination among partners.
  • Support the efforts in designing and implementing UNICEF's in Albania knowledge strategy, to ensure that that the Country Office has at its disposal the latest data and analysis on vulnerable children and their families, generated by UNICEF or partners.
  • Support the design, update and review of results frameworks/log-frames and interventions theories of change.
  • Support the development and review of work-plans and reporting.
  • Support the design and maintain monitoring databases.
  • Support the design of monitoring tools for data collection, analysis and dissemination.
  • Support the collection of data to measure progress towards the performance indicators, analyse and aggregate findings.

Deliverable 4: Studies, Research and Evaluation

Tasks

  • Provide technical assistance for the identification of the needs to conduct research, studies and evaluations.
  • Assist in the scoping / inception stages of the research, studies and evaluations (development of Terms of References).
  • Provide technical review to the major deliverables of research, studies and evaluations activities.
  • Monitor field data collection processes as part of research, studies and evaluation activities. 

Reporting Requirements 

The Consultant will report to Child Rights Monitoring and Evaluation Specialist on all the deliverables and reports. The delieverable reports will be prepared in English and shall include clear information about the activities performed and results achieved against the planned deliverables.

The Consultant will work in the premises of UNICEF Albania CO located in Tirana, with eventual travels within the country. The contract is planned for 11.5 months. It is office-based and full-time (eight hours x five working days per week). The work will require local travels which will be arranged and covered by UNICEF.

To qualify as an advocate for every child you will have:

  • Advanced university degree in Statistics, Informatics, economics, Social Sciences, or any other relevant discipline;
  • Experience in project results-based planning, monitoring and reporting systems/frameworks, including indicators selection, target setting, and monitoring plans;
  • Experience in managing or/and conducting studies (qualitative and quantitative);
  • Experience with data quality assessments and oversight;
  • Experience in developing and refining data collection tools;
  • Strong analytical capacities to synthesize diverse information to produce concise and comprehensive reports;
  • Fluency in spoken and written English;
  • High level of computer skills, including ease in statistical applications, database, spreadsheet and presentation software application; Previous experience working with statistical software such as STRATA, SPS, etc. is an added asset;
  • Ethical accountability and teamwork,
  • Flexibility in responding to office needs, including frequent travelling outside Tirana.

  • Letter of Interest specifying the relevant experience with similar type of assignments (max 300 words);
  • Financial proposal - The financial proposal shall specify the monthly fee requested for the tasks described in the current ToR and based on the full-time office-based work schedule envisaged. The financial proposal shall be submitted in local currency (ALL), all taxes inclusive (VAT).

Technical evaluation will be performed through a desk review of applications and will be supplemented by a written test and an interview.
