The ILO is issuing a call for expressions of interest for experts who wish to be included in a consultancy database currently being compiled by the ILO Country Office for Viet Nam.


Interested consultants are invited to submit their application on-line in order to establish their profile in the database from which they may be considered for consultancy opportunities that may arise. 1. Background and Justification


On 7 June 2016, the NPA was approved by the Prime Minister, under Decision No. 1023 QĐ-TTg. The NPA aims to raise awareness amongst Government ministries, related organizations, employers, communities, parents and children on the issue of child labour, improve the national legal and policy framework on the prevention and elimination of child labour, and implement Viet Nam’s international commitment to eliminate the worst forms of child labour by 2016, and reduce child labour by 2020.

The ILO-ENHANCE project


Currently, in partnership with the Ministry of Labour Invalids and Social Affairs (MOLISA), the International Labour Organisation (as the key Government partner of Viet Nam, ILO is implementing the project, “Technical Support for Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam” (ENHANCE).Among other objectives, the project aims to provide support to improve specific aspects of national legislation on child labour, particularly with regard to hazardous work; and to support national stakeholders in effectively implementing the NPA. In turn, it will provide assistance to specific agencies to strengthen capacity for the implementation of laws and policies through child labour monitoring and enforcement.

In November 2016, the ENHANCE project organized a technical workshop for the implementing agencies of the NPA from 16 provinces and cities throughout Viet Nam, in collaboration with UNICEF/Child Protection Section and the MOLISA/Department for Children’s Affairs (DCA). The workshop aimed at launching the NPA and building the capacity of the participants in formulating implementation and monitoring and evaluation plans for their own provinces. Since the training, 43 provinces and cities have developed their own plans for the prevention and reduction of child labour.

Supporting the Government in executing the NPA has been one of the major targets of the ENHANCE project over the last 4 years.  The project support the implementation of the NPA through several interventions. These include: Providing training to provinces on M&E indicators for the NPA; developing and conducting training on procedures for interventions in cases of child labour; providing general training on child labour for all 63 provinces; strengthening the capacity of the MOLISA Ministry Inspectorate (MI); and supporting the harmonization of national legislation and policies on child labour, such as Decree No 144/2013/NĐ-CP, and amended sections of the Labour Code.

As the NPA (2016-2020) reaches its final stages, the Project will continue to support its evaluation. This support will be provided in collaboration with external qualified and experienced consultant(s), with technical assistance from the ILO ENHANCE project.

To this end, the ENHANCE project is seeking an international consultant to support the project and DCA/ MOLISA in conducting an evaluation of the NPA. The evaluation will be led by an independent international evaluator selected after a Call for expression of interest based on the profile presented below. The team leader will work together with a group of two national independent evaluators.

2. Objective:

To contribute to the prevention and elimination of child labour in Viet Nam by supporting the effective evaluation of the Programme on Prevention and Reduction of child labour, under Decision No. 1023 QĐ-TTg.

The specific objectives of the evaluation are as follows:


  • Assess the extent to which the programme has achieved its stated objectives and expected results, while identifying supporting factors, and constraints;
  • Identify strengths and weaknesses  of the programme;
  • Assess the relevance of the programme design and implementation strategy and activities;
  • Assess the resources allocation/ mobilization for the NPA at different levels and different locations; Assess the integration of the activities/ content of the NPA in the plan of other programmes/ strategies;
  • Assess the collaboration/ coordination between agencies to implement the NPA;
  • Identify lessons learned and potential good practices, especially regarding models of interventions that can be replicated;
  • Provide recommendations to project stakeholders to promote sustainability and support the further development of the upcoming NPA for the next period.  
3. Outputs of the Assignment


Expected outputs


  1. An inception report (including background, a description of the evaluation methodology and tools to be used, data collection and analysis plan) for the evaluation of the NPA;
  2. Detailed fieldwork plan;
  3. The proposed report outline structure;
  4. Draft report for the evaluation of the NPA;
  5. The agenda and methodology for the consultation workshop;
  6. The evaluation report of the NPA with recommendations for future strategies for the upcoming national action plan.
4. Time frame

This proposed consultancy is estimated to be completed within a period of 4 months from the date of signing the Service Contract. Two weeks after signing the Service Contract, the consultant is required to submit an inception report with a detailed Work-plan for conducting the service assignment, which will include a tentative timeline for consultations, a review of documents/materials, various draft documents, a fieldwork plan, and details of the consultation workshop and process of finalizing the documents etc. Information below indicates required tasks and proposes a tentative timeline for the assignment of the team leader. This can be revised following discussions between the consultant and the ILO ENHANCE project manager.


  • Consult with DCA regarding needs and requirements for evaluating the NPA.  Undertake desk review of related documents and materials. – 3 days - February 2020.
  • Develop a draft inception report and tools for data collection and proposed evaluation report outline.  Share the draft set of tools and work plan with the DCA and ILO-ENHANCE project. Revise the draft inception report and the set of tools, work plan and proposed evaluation report outline according to the inputs of DCA and ILO ENHANCE project. – 2 days – February 2020.
  • Conduct data collection, interviews and fieldwork for the evaluation of the NPA – 12 days - March 2020.
  • Draft the evaluation report incorporating the results of the fieldwork. Share the draft with DCA and the project for further inputs. Prepare and facilitate the consultation workshop for feedback and inputs. – 5 days –April 2020.
  • Revise and finalize the final report to be submitted to the ENHANCE project and MOLISA. – 2 days – April/ May 2020.
5. Required qualifications and experience of the Consultant


The following qualifications are required for the selected consultants:


  • At least 5 years of extensive project/programme evaluation expertise and experience
  • Knowledge of, and experience in applying, qualitative and quantitative research methodologies;
  • Sound knowledge of results-based management systems, and gender-sensitive monitoring and evaluation methodologies;
  • Expertise in the area of  planning and developing national action plans/programmes or strategic planning on child protection, child labour;
  • Experience working on similar assignments with government and social partners in the public sector;
  • Knowledge and understanding of International Labour Standards as well as Vietnam context is an asset.
  • Excellent analytical and communication skills;
  • Excellent and demonstrable report writing skills in English.
