Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. This position is located in the Climate Technology and Innovations Division (PTC/ENE/CTI), which is part of the Department of Energy (PTC/ENE). The Department of Energy assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. The Climate Technology and Innovations Division(PTC/ENE/CTI) is responsible for coordinating integrated policies, global partnerships and global fora in the field of sustainable energy and climate change. The Division positions UNIDO strategically in the global energy and climate change forums, and coordinates global and regional programmes on low carbon technologies and networks. It focuses on promoting programmatic approaches, and coordinates work related to new and ongoing global and regional programmes, cross cutting themes, nexus and knowledge management issues. The incumbent will work under the direct supervision of the Chief of the Climate Technology and Innovations Division(PTC/ENE/CTI) and under the overall guidance of the Director of the Department of Energy (PTC/ENE). He /she will work closely with the team members of the Climate Technology and Innovations Division (PTC/ENE/CTI) and with the PFAN Partnership Manager in particular, as well as with the other members of the PFAN Programme Management Unit and Network.

Private Financing Advisory Network (PFAN) Programme Context The primary obstacles to the large-scale deployment of low carbon, climate resilient technologies required are access to finance and limited pipeline of investment-ready projects. The large investment flows to achieve the transition at the speed and scale necessary to meet global climate and energy challenges can only be achieved by leveraging the private sector. PFAN matches financing with innovative low carbon, climate resilient projects in developing countries and emerging economies with a small public investment through a low-risk, low overhead networking model based on fixed fee project development, transaction advisory services, and investor forums, meeting a need recognized in international development and climate circles. PFAN supports companies for low carbon, climate resilient projects in the areas of upstream technology development and downstream technology deployment. It mobilizes the expertise of private sector companies in financing climate-friendly projects and technologies to screen business plans and select the most economically viable and environmentally and socially beneficial projects. For the entrepreneurs and businesses selected, PFAN provides guidance on economic feasibility, project structure, investment and financing, preparation of the business plan, and introductions to investors. Specifically, PFAN serves three functions: 1. Capacitate entrepreneurs and businesses to develop bankable projects 2. Mitigate investor risk 3. Mainstream investments in low carbon, climate resilient projects for sustainable development PFAN’s comparative advantage in the finance space for low carbon, climate resilient projects is originating quality financeable pipeline for investment by multilateral and private sector investors. PFAN is a complementary technical assistance service focused on small and medium enterprises (SME) that facilitates the effective disbursal of climate finance. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the results of PFAN, the Division and the outcomes of the Department: - Programme Development: Develops and formulates concepts and funding proposals for the expansion of the PFAN programme in light of the scale-up strategy endorsed by the PFAN Steering Committee, and in line with the guidelines and procedures governing the delivery of UNIDO services, and seeks internal approval for those. The PFAN Programme Manager represents UNIDO in the PFAN Programme Management Unit together with the PFAN Partnership Manager. The PFAN Programme Manager provides substantive and strategic direction to the Programme, including the communication and knowledge management strategy and technical input at strategic level, notably in terms of developing and scaling up PFAN activities. Within the scope of Programme Development the PFAN Programme Manager has as specific responsibilities the interaction with the donors (e.g. Steering Committee, donor liaison, resources mobilization and reporting), the relationship with REEEP, oversight of the monitoring and evaluation (M&E) strategy, and knowledge management. Some of these responsibilities are further outlined in the Programme Implementation, Funds Mobilization and Global Forum Function sections below. - Programme Implementation: Assumes responsibility for the provision of the PFAN programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget, and in line with the guidance provided by the PFAN Steering Committee. This will entail the preparation of the necessary inputs (job descriptions, terms of reference, detailed annual work plans with associated budget, etc.), monitoring progress in implementation, including missions to the regions of operation, as well as taking part in PFAN Steering Committee meetings and other relevant workshops and meetings. It includes the management of the relationship with REEEP, the executing Partner. - Funds Mobilization: Drives the mobilizing of the funds necessary for the PFAN programme implementation in close cooperation with other units in-house and the PFAN Partnership Manager when it comes to mobilizing funds from PFAN Partners. - Global Forum Function: Leads the design and preparation of global forum activities (conferences, seminars, expert group meetings, etc.) including PFAN events. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Oversees and guides outreach and communication efforts related to PFAN, including publications and other information dissemination aids and tools such as website and social media presence. Keeps abreast of technical and economic developments in the areas of the Division’s mandate in general and PFAN in particular through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. - Performs other related duties and assignments as required by the Chief of the Division or Director of the Department.

Minimum Requirements

Education

Advanced university level degree in Economics, Business Administration, Engineering or another field relevant to UNIDO’s mandate. Specialisation in SME/Project Finance, Impact Investing, Development Finance desirable.

Languages

English - Fluent # required. Working knowledge of other official language(s) of the United Nations, an asset.

Programme management - 5 years and more # a minimum of five years of relevant professional experience, including some at the international level, involving finance transactions in developing countries. Exposure to the needs, conditions and problems in developing countries. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
