Description of task

Under the direct supervision of the Education Officer, the UN Volunteer will undertake the following tasks:

Supporting Coordination

  • Stay abreast of political, social, economic and cultural developments that have an impact on access to and quality of education and contribute to the development of the operation’s education strategy.

  • Actively pursue opportunities to support meaningful access to education for refugees within the confines of the Government’s policy prescriptions.

  • Support the supervisor to coordinate with relevant partners to support access to education for refugees and host communities, including in relation to the Education Sector led by UNICEF and Save the Children.

    Response and Advice

  • Assist in reviewing existing policy and legislation and drafting legislation related to education for persons of concern.

  • Engage with partners and other actors in education to adapt the Education Strategy to the local context with the support of the supervisor.

  • Provide guidance on education issues to persons of concern; liaise with competent authorities whenever requested by the supervisor to ensure the issuance and recognition of education relevant documentation.

  • Support the implementation of education programmes in line with Inter-agency Network for Education in Emergencies (INEE) standards and the child protection systems approach as adapted by the Education Sector in Cox’s Bazar.

  • Facilitate inter-sectoral linkages with child protection, SGBV, gender, community services, livelihoods, environment, WASH, shelter and health, among others.

  • Monitor cases of denial of access to education with government and other relevant parties.

  • Identify and promote education activities that support durable solutions, particularly about eventual voluntary repatriation to Myanmar.

  • Assess needs for services of persons of concern, as related to education.

  • Systematically promote and comply with the Age, Gender and Diversity Mainstreaming (AGDM) policy and other priorities, such as guidelines on HIV/AIDS.

    Advocacy, Information Management and Research

  • Advocate for respect of the right of persons of concern to an education and for their access to education services.

  • Support the supervisor in coordinating with education networks and ensure that refugee education interests are understood and included in relevant policies and initiatives.

  • Identify gaps in education service provision.

  • Ensure that best practices are identified, documented and widely disseminated.

    Supporting Promotion and Capacity Building

  • Undertake initiatives to build the capacity of communities and persons of concern to assert their right to education and access to quality education.

  • Promote and participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen access to quality, certified education for refugees.

    External Relations

  • Contribute to a communications strategy that generates external support for UNHCR’s education activities and the education rights of persons of concern.

  • Perform other related duties as required.

Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

University Degree in Education or Social Sciences or a related field

Required experience: 24 Months Experience remark:
  • A minimum 2 years of relevant professional work experience.

  • Background or pertinent studies of education systems with good knowledge in developing and implementing education programs targeted at adolescent and youth.

  • Demonstrated work experience in education programmes.

  • Demonstrable knowledge on technology-enabled education including but limited to ICT based solutions.

  • Familiarity with refugee protection principles and framework.

  • Familiarity with INEE standards.

    Desirable:

  • Training and coaching skills for the facilitation of learning.

  • Field experience in education programme implementation and coordination.

  • Knowledge of the UNHCR’s Community Technology Access (CTA) centre concept as applicable to education.

  • Familiarity with the Myanmar Education System.

  • Demonstrated work experience in refugee education programmes.

  • Experience with educational research, teaching or education administration.

  • Demonstrated experience in community-based protection, community development and organization, social work, social surveys and assessment, counselling, or related areas.

  • Team building and development training.

    Experience Description:

  • Computer literate; proficiency in MS Office applications (Word, Excel, etc.); knowledge of publishing software is an asset.

  • Excellent drafting and reporting skills; good research and analytical skills.

  • Strong interpersonal skills and ability to work in a team.

  • Sound security awareness.

  • Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN system.
