Jerusalem Office – UNOPS Project Management and Infrastructure Centre of Excellence

Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

In recognition of its ability to affect and lead positive change, the Jerusalem Office  has been named the UNOPS Project Management and Infrastructure Centre of Excellence.

The Jerusalem Office is the first UN office to receive the Level 4 P3M3 Maturity Model certification in project management by APMG. This certification demonstrates the well-structured, standardized and defined project management processes and methodologies applied to projects, generating the best results desired by our partners.

This achievement is part of a broader agenda to increase the Office’s impact on development projects, by improving our services and adding value to the outcomes of our partners’ works. Background Information - Job-specific

The mandate of the Office of the Quartet is to increase Palestinian economic and institutional development and empowerment, as a support towards achieving a two-state solution. In the event of a resumption of final status negotiations the OQ would support Quartet members in their efforts to realize a successful outcome.  The OQ operates in the areas of energy, water, rule of law, movement and trade and information/communication technology as well as economic mapping. The Office’s work is undertaken in keeping with the following strategic principles: 

  1. Playing a catalytic role in working towards sectoral solutions in partnership with other actors, while taking on direct responsibility for specific elements of those solutions (when the Office is well positioned and requested to do so). Particular attention is paid to policies and projects that have a multiplier effect – that is an outcome which extends beyond the narrow output of the policy or project;  

  2. Focusing on implementation of agreements reached and announcements made by the parties, to ensure that they are translated as quickly as possible into results that have a positive impact in people’s lives;  

  3. Bridging between the parties and providing creative solutions that enable progress on the ground;  

  4. Maintaining the vertical depth of our work from the most granular, technical level to the strategic and political level while engaging the broad array of actors required to make progress, including the parties, members of the international community and others; 

  5. Ensuring complementarity of the OQ’s work with that of other key actors, including those which also play a convening role, including UNSCO, the Netherlands, Norway, the World Bank and the Local Aid Coordination Secretariat more broadly;

  6. Continuing support to the Quartet Envoys, including their work to enable greater Palestinian sovereignty over its own affairs and to realize a final status agreement.

Objectives of Assignment
The Office of the Quartet is seeking to recruit a Senior Coordination Advisor, who will work closely with the Head of Mission, the Chief of Staff (CoS), and the Director of Finance and Operations (DFO) to implement OQ’s agenda.

Functional Responsibilities

The Senior Coordination Advisor (SCa) will play a catalytic role with the OQ front office as well as the five teams within the office. The SCO will:

  • Support the CoS and HoM in day to day coordination within the office and between substantive teams; 

  • Support the DFO in the preparation of reports and other products for donors and potential donors; 

  • Work closely with the DFO on matters related to budget, HR, internal planning, security, and recruiting;

  • Coordinate and support the drafting of key documents, including the OQs report to the Ad Hoc Liaison Committee Meeting and the OQ Annual report and the array of reports required by donors; 

  • Lead in coordinating and preparing all monitoring and evaluation reports, including those disseminated to OQ donors and key stakeholders, in particular the four members of the Quartet;

  • Support the Team Leaders in the preparation of briefing materials, publications and reports;

  • Assist in the coordination of OQ fund-raising efforts with international community;

  • Coordinate office engagement in external fora as necessary, including the AHLC and the Netherlands sponsored trilateral meetings.  


The work is of a highly confidential nature and the Senior Coordination Officer must maintain the highest standards of confidentiality.
Deliverables

The SCO will be responsible for the following deliverables:


  • Supporting day-to-day functioning and internal coordination of the Office;

  • Completion of high quality and fit-for-purpose briefing materials, publications and monitoring and evaluation reports;

  • Coordination of office engagement with key international processes, including the AHLC, and the Netherlands sponsored trilateral meeting.


All these deliverables are to be reached in close coordination and cooperation with the wider OQ team.

Education/Experience/Language requirements


Education:

Advanced degree (MA or PhD) in international relations, development, economics, political science or in a relevant academic discipline preferred.

Work Experience:

  • At least 4 years of relevant work experience in economic development and/or diplomacy is required.

  • At least 4 years of relevant experience in a coordinating role in knowledge-based and/or politically complex organizations is desirable.

  • Experience in the region and/or regarding the Israeli/Palestinian conflict is a distinct advantage.

Skills and Abilities:

  • Proven ability to coordinate staff and efforts towards high quality outcomes. 

  • Excellent communication skills: Strong verbal and writing ability; ability to create common ground among a variety of stakeholders; skilled in creating knowledge products such as policy briefs, papers, guidance notes and other pieces directed at multiple audiences.

  • Strong team player: Ability to work independently and in teams; ability to interact with high-level individuals across a range of organizations; flexible as tasks and priorities shift; respect and proven ability to work and strive in a multicultural environment.

  • High stress-tolerance level: ability to work under tight deadlines, juggling multiple competing tasks and prioritising demands from both senior management and policy level.

  • Other: Demonstrated competence with using standard office software packages (MS Word, Excel, PowerPoint, etc).

Language Requirements:

  • Excellent command of written and spoken English.

  • Knowledge of Arabic and/or Hebrew is an asset.

Contract type, level and duration

Contract type: Local Individual Contract Agreement - LICA or International ICA Contract Agreement

Contract level: this position is open for international applicants on International ICA contract level 1, and Local applicants at Local ICA level 9.

Contract duration: 3 months, subject to organizational requirements, availability of funds and satisfactory performance.’
