Organizational Setting

This position is located in FAO Representation to Pakistan, based in Peshawar and frequent travel to project areas in Tribal District of KP. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural , fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of FAO Representative in Pakistan, the direct supervision of the International Project Coordinator of KP Program, in close coordination with the MIS/GIS/IM Team, the IT Officer in FAO Representation and the project team based at Peshawar, the Information Management and Application Developer will be responsible for performing the following duties\:

Tasks and responsibilities
  • Understand FAO programmatic and operational scope for Khyber Pakhtunkhwa Province (KP) including all documentation required throughout the project life cycle,
  • Work with technical guidance from IT and Information Management units in the Representation Office, in consultation with IPC, IM/GIS Team and Program Team to develop a data backup system for all phases of Project Cycle and for each project. The required repository structure for data includes folders for Reports, Work Plans, Financial, Procurement, HR Management, Communication, Presentations, M&E, Technical Themes, proposals, maps, security, designs, QA/QC data, etc. the proposed structure is attached in Annex 1;
  • Setup plans and system to manage and update the program data and information regularly with necessary trainings to the end users;
  • Under the technical guidance from IM team in Representation office, Supervise and lead the data validation and quality control as integral part of the data management. Provide guidance to district staff to ensure accurate quality of data they will enter in the IMS;
  • Provide technical assistance to district offices in data entry and use of the IMS. Follow-up with all offices to make sure the data is provided on time;
  • Develop a program/system to assist the IPC, Project/Technical Leads and M&E team to; 1. Capture the progress achieved vs plans by each project; 2. Prepare required updates and results at any time for presentations, reports (Monthly, Quarterly and Biannual Progress Reports); and generate ad-hoc and regular information when required for M&E, Communication, Admin/Finance, and others;
  • Develop a dashboard for key progress updates presented in infographics, charts, diagrams, etc.
  • Under the guidance of GIS team in representation, Link the IMS with GIS to provide comprehensive information for geographical distribution of the Program interventions and data, this will cover the project components and related attributes;
  • Gather, retrieve and share with the IM and GIS Unit; the required data/maps for KP related mapping themes and purposes;
  • Create online system for Information Gateway that captures the KP Capacity Building Framework, it includes all planned trainings for ongoing projects. The system is required to help in managing the planned Capacity Building and work as a repository for all the training data/material provided to the participants from the program team, counterparts and related stakeholders;
  • Support the M&E to store, retrieve and analyse the survey data, help in the design of data collection tools using mobile applications, capture progress and outputs and achieved results vs targets;
  • Administrate the system including commissioning, maintenance and upgrades. Also provide codes and passwords for user access as required;
  • Coordinate closely with IT Unit for any troubleshooting and debugging in the system to ensure its smooth operation and performance;
  • Develop and implement in consultation with IPC, IT and IMS a policy for system operation, coding and SOP that includes modalities for a regular back-up of the MIS and Information
  • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Four years Bachelor's degree preferred in Information Science, Information Technology, Management Information Systems, Programming, statistics or related field; with a working knowledge of GIS.
  • Work experience of five years in emergency Programme monitoring and reporting;
  • Advanced knowledge in Database Management Systems, information management tools, common techniques preferably on latest SQL Server 2005 or above to access web application on the SharePoint platform\: The web application (Cloud App Model) and the client-server (desktop) solutions;
  • Good working knowledge of English, Urdu and Pashto;
  • National of Pakistan

  • Experience in other computer Software’s like MS Office (Office Applications Including SPSS, Excel, Word, Outlook, Power Point);
  • Knowledge in presenting data and analyzed information through infographics is desirable;
