In line with NRC Jordan’s ambitions of enhancing its evidence-base decision making ability, the Monitoring and Evaluation (M&E) unit is looking for a M&E Technical Officer able to support the unit in performing advanced analysis to improve the organization’s ability to understand the evolution of refugees’ needs over time, perform evidence-base programming and advocacy.
Under the supervision of a M&E coordinator, the main role of the Technical Officer will be to support in designing research methodologies, performing analysis, monitoring trends over time, and performing secondary source researches.
Duties and responsibilities

Generic responsibilities 
-Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with Core Competency strategy, tools, handbooks, guidelines and standards.
- Responsible for implementation of technical activities of Core Competency project(s).
- Responsible for tracking financial expenditures for technical activities of Core Competency project(s).
- Responsible for technical quality control and monitoring of project activities.
- Ensure project documentation of technical activities of Core Competency project(s).
- Provide technical support and capacity building towards project staff.
- Provide technical analysis and feedback to NRC representatives in coordination forums.
- Assess, promote and document ideas for technical improvement and further program development options.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
- Promote the rights of internally displaced/returnees in line with the advocacy strategy.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

-IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).

- IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contactors.

Specific responsibilities
- Support in designing and developing research methodologies.
- Contribute to the design of data collection tools for both qualitative and quantitative analysis.
- Support in coordinating research exercises at all stages of the cycle.
- Perform data quality checks and observations to guarantee that data is collected according to high standard of quality.
- Perform analysis of qualitative and quantitative data, desk reviews and quarterly trends analysis with secondary data.
- Document project progresses, technical issues and/or questions in a way that can be channelled to the Coordinator through a clear reporting mechanism.
- Promote ideas for improvement; share structured feedback and lessons learnt with the M&E team.
- Support the team in other activities agreed and discussed with the management.

Experience from working within technical expertise area in a humanitarian/ recovery context.
- Previous experience from working in complex and volatile contexts.

- Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:
Qualification requirement: Bachelor degree or equivalent
- Years of Experience: 2
- 2/3 years of experience in Monitoring and Evaluation
- Excellent Analytical Skills
- Good knowledge of Kobo Toolbox
- Excellent command of Microsoft Excel, Power Point and Word
- Good communication, interpersonal and leadership skills
-  Fluent in Arabic and English, both written and verbal.
