The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to create a roster of investigation consultants to fill in the positions of consultants as and when the need arises for Office of Inspections and Investigations (OIGI) offices based in Rome and Nairobi.

Duties and responsibilities

 

The Consultant will report to the Director, Office of Inspections and Investigations (OIGI) and/or his delegate as appointed by the Director of OIGI.  The consultant will specifically deliver his/her work either individually or within a multidisciplinary team. The ultimate goal and mission of the OIGI is to conduct independent investigations into allegations of misconduct involving WFP staff, contractors and other applicable persons.

 

Under the supervision and direction of the OIGI Director or his delegate, the Consultant will generally be responsible for the following duties:

  • Carry out office and field-based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations;
  • Review and assess complaints and allegations, formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, obtain and analyse potential documentary and electronic evidence, conduct investigative research, and determine the appropriate presentation of investigative results;
  • Offer guidance and advice to WFP employees on matters pertaining to the investigation of wrongdoing and direct staff appointed by field offices to conduct investigations into allegations of such acts;
  • Prepare, plan, record and conduct interviews;
  • Prepare and draft investigation reports and ad hoc briefs pertaining to investigations;
  • Prepare recommendations for corrective action and improved controls, effectiveness, or efficiency of WFP operations based on the findings of investigations;
  • Regularly appraise progress of investigations and assess probable impact of investigation outcome relative to strategies and advise colleagues;
  • Coordinate with WFP Country Offices to obtain internal support (transport, interpreters, etc.) to resolve problems and to facilitate work of the team;
  • Liaise with local officials, governments, other UN organizations, and outside organizations as and when required;
  • Perform other related duties as required.
Education:

 

A university degree in finance, criminology, law or any other relevant field. Training from a police academy or another law enforcement agency, with extensive experience in investigations can be considered in lieu of a university degree.

Experience:
  • A minimum of five years of progressively responsible professional experience related to investigations, with a proven track record in planning, leading and executing investigations, and with a focus on fraud.
  • Previous experience in the conduct of investigations with a UN organization or international financing institution and working in developing countries is an asset.
  • Thorough knowledge of UN staff rules and procedures is an asset.

 

Technical Knowledge and Skills:
  •  Full and in-depth knowledge of all aspects of investigation work especially in an International environment.
  • Good understanding of linkages between policy and operational practices.
  • General knowledge of UN system policies, rules, regulations and procedures.

 

Competencies:
  • Mature judgment, strong technical, analytical, interpersonal and communications skills.
  • Demonstrated knowledge of investigations and ability to identify key investigation issues and provide in-depth analysis with well formulated recommendations.
  • Resourcefulness, initiative, maturity and the ability to work independently.
  • Excellent planning and organizational skills.
  • Proven ability to develop and maintain effective working relations with officials at all levels.
Language:

Written and oral fluency in English and French is a must for this position. Knowledge of another UN official language (Arabic, Spanish, Russian or Chinese) or Portuguese is an advantage.

Travel:
  • This position requires frequent travel to our Field Operations, which are located in over 70 countries in the world, mainly in developing countries. Travel requirements are often on ad hoc basis, are of irregular frequency and may involve travel to hazardous duty stations. On average, each trip lasts two to three weeks.
