The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, considering the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.
 


Role

 

The remote based Readiness Technical Assistance Consultant will support the GCF’s programming team that focuses on developing countries in East, South and West Asia to meet objectives of GCF’s readiness programme. Under the guidance and direction of the regional lead, the consultant will provide technical assistance to developing countries in East, South and West Asia to identify and assess readiness needs and help them develop draft readiness proposals that aim to advance national climate finance goals.

 

Duration: 120 working days spread over 12 months 

 

Reporting line: The Readiness Consultant will report directly to the Regional Lead for South East and West Asia.

 

General tasks to be accomplished under the direction of the regional lead: 

 

•    Review and synthesize country-level climate plans, polices, and strategies and work with NDA/Delivery Partners to help them design and draft readiness proposals (i.e. theory of change, and

     log frame, implementation arrangements, budgeting etc.);
•    Coordinate with and support country level officials to undertake or update readiness capacity needs assessments that provide a basis for GCF’s multi-year readiness proposals
•    Provide guidance in close consultation with GCF sub-regional team to countries on GCF’s policies, procedures and templates while preparing and submitting readiness proposals to the GCF;  
•    Support missions to the relevant countries when required to address readiness-related requests from countries, sometimes as part of larger GCF missions;  
•    Contribute to the development of knowledge management products highlighting lessons learned through readiness programming and development of briefing notes, background papers, and

     other materials within the region;   

•    Review key deliverables of readiness activities emerging from readiness support as required from time-to-time; 
•    Provide information to the regional lead about significant events in the region, relevant for the countries/regional context and their relationship with the GCF 

 

Deliverables:

 

The expected products of this assignment will include:
•    National level capacity readiness needs assessments 
•    Draft readiness proposals 
•    Aide Memoir or other mission engagement reports with clear outcome and follow up actions

 

Required experience and qualifications 


Education:


•    Masters degree in fields related to climate change, sustainable development, public policy, economics, finance or other related areas;.

 

Experience 

 

•    At least 7 years of experience in institutional strengthening and proposal development in developing countries; 
•    Strong networks with government, civil society and private sector actors involved in climate change responses; including skills in developing partnerships, and providing advisory support to  

     high level government representatives and policy makers;  
•    Exceptional interpersonal skills with ability to work independently in an multi-cultural international environment, and an excellent team player;  
•    Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook; and robust data management skills; 
•    Excellent command of oral and written English; with ability to communicate in Arabic would be an asset;  
 

Necessary skills:


•    Excellent levels of oral and written communication (English)
•    Computer literacy
•    Ability to work independently
•    Experience in working across cultures and in multi-cultural international environments, preferably in the Pacific or South East Asian context.
