Job Description
Scope/job purpose The Supply chain Assistant will work in Aden office under the supervision of Supply Chain Officer (SCO). He/she is responsible for the integrity of the IRC's procurement system. Must be able to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records. Detailed responsibilities and tasks ·Implement and / or maintain standard IRC Yemen procurement policies and procedures and ensure that procurement is carried out in accordance to IRC Yemen and donor-specific polices. ·Understand and shall abide and adhere to the IRC Supply Chain Code of Conduct and IRC Way. ·Provide procurement services for IRC Yemen as required, including generating RFQs for duly authorized Purchase Requests received, collecting RFQs/RFPs from vendors and submitting them for bids analysis with respect to the segregation of duties implemented in the office on Quarterly basis. ·Maintain of ethical, professional working relationships with internal/external stakeholders. ·Routinely communicate, coordinate and plan with the relevant requesting staff / programs regarding the order and delivery of supplies/services. ·Ensure that all supplies, services and equipment required are delivered per the quality and quantities requested in respect for the agreed time frame. ·Maintain supplier information for regularly purchased items and be informed of current local market conditions. ·Supporting colleague's tasks and covering their work during their abscesses to ensure the work flow smoothly as usual in the department with possible visits to other country offices. ·Ensure there is no negative audit observations/findings related to Procurement process and documentation. ·Advise the Supply Chain Officer and Senior Procurement Manager on procurement-specific issues or improvements. ·Any other duties or tasked delegated by the supervisors. Expected Deliverables ·Generate, prepare, track and submit the international purchase tracker template to the Senior Procurement Manager on weekly basis. ·Generate, prepare, track and submit payment tracker to the Senior Procurement Manager on weekly basis. ·All Payment Requests will be scanned and prepared for finance department within 3 working days from receipt of goods/services. ·Produce routine purchase status reports for Supply Chain officer, Senior procurement Manager, Supply Chain Coordinator, Programs and Finance.
Qualifications
Key Result Areas Personal Characteristics Required qualification and experience ·Knowledge of IRC procurement procedures and practices ·Minimum One-year of work experience in IRC. ·University degree in Business Management, Administration, Supply Chain, Procurement or equivalent. ·Competent in spoken and written English. ·Good mathematical skills. ·Competent use of PC especially MS office spreadsheets.
