Job Description

Scope of Work

IRC is implementing a three year USAID funded program, Improving Access to Quality Education in Yemen (IAQY), with the goal of restoring education opportunities for out-of-school children (OOSC) in Yemen. The Senior M&E Officer will report to the M&E Manager based in Sana`a. The main objective of this position is to ensure that all program data, including teacher and child attendance, teacher trainings and community engagement data is accurately collected, analyzed and documented, in a way to inform timely decision making and program quality. The ideal candidate will have demonstrated experience in information management, preferably with experience in database management, monitoring and evaluation and experience with multi-stakeholder arrangements. The Senior M&E Officer will supervise a data management team in the field and make sure all data are collected and reported on time based on education project indicators.

Responsibilities

Database Management

·Lead the development of databases and ensure that assistance to beneficiaries is tracked in a timely manner and information is shared with other organizations operating in the same geographical areas, in order to develop synergies, avoid duplication and maximize outreach and coverage of affected populations’ needs.

·Close coordination with education cluster partners and cluster database lead person for duplication check and routine update of IRC beneficiary database.

·Adapt and develop IRC databases and tools as required to ensure appropriate and efficient management of IRC data needs. Identify and address errors within the IRC databases. All above to be implemented on country level.

·Ensure education databases are always up to date and accurate. .

·Follow information management confidentiality protocols without exceptions.

·Fix any bugs and issues with IRC education database team

·Ensure that all data tools and processes are technically robust and are rolled out to field teams

·Answer questions and queries on database use and management

·Develop and control user access permissions for each segment of database according to program management specifications

·Supervise and provide required technical the data management team.

Data Collection & Entry

·Working with education programs within the country in data collection processes and follow up on any issues to ensure the data accurate and validated.

·Train and support education staff to ensure accurate data collection through tablets\paper base and mobile technology when required.

·Ensure data quality and integrity through database standardization and harmonized data collection methodologies.

·Engage with the education cluster in Yemen (south and North) to share and adopt best practices and harmonization in data collection processes.

·Conduct trainings for enumerators, M&E and program staff at partner agencies on M&E tools and methodologies, mobile data collection, database management, accountability mechanisms, and related topics.

Data Analysis and Reporting

·Aggregate data and feed into periodic reports for IRC Education key members.

·Promote the use of education field data information in project planning and monitoring activities.

·Maintain hard copies of reports to be organized in files.

·Vulnerability scoring of all the data collected by program teams

·Provide accurate analysis of data to feed into analytical reports, donor reports and other information products using IRC primary data.

·Participate in the GRMs grant review meeting and update on program indicators reached as per the project agreed work plan.

·Coordinate and work closely with M&E Manager to updated on achievements against each indicator and provide them with the monthly required information.

·Infor the education coordinator if any alert or deviation on certain indicator and targets.

·Coordinate the collection and analysis of PDM (post distribution monitoring), baseline and end-line assessment data for each IRC education project.

·Analyze assessment data, based on the analysis plan and support the education Coordinator, managers and key members to ensure results feed meaningfully into program design and implementation plans to facilitate evidence-based programming.

·Generate reports on a weekly, monthly and quarterly basis (Statistical & Graphical) only using non-identifiable information

·Work closely with M&E team and share beneficiary count on monthly basis.

Other

·Do other duties as assigned by the supervisors to effectively develop and implement IRC programs.

 Professional Standards

·All IRC staff are required to adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.


Qualifications

REQUIREMENTS:

Education:

·Bachelor of Arts or Science in Economics, Statistics, Computer Science or related field

·Certification or specific training in Statistics and/or Data Management highly preferred, but can be supplemented with practical experience of information management in humanitarian settings.

Work Experience:

·At least 3 years of relevant working experience in the areas of M&E science and information management and preferably M&E.

·INGO experience in humanitarian settings.

·Demonstrated experience and knowledge in developing and managing databases.

·Demonstrated experience and capacity in coordinating field-level data collection and team oversight across multiple geographies.

·Demonstrated experience of using Survey Commcare platforms.

·Able to analyze and interpret data and to track performance against program indicators.

·Commitment to IRC way.

·Experience training staff on use of technology.

·Experience in or familiarity with programming Access Databases, HTML, and/or SQL.

·Strong interpersonal and communications skills, ability to facilitate collaborative problem-solving. Experience in writing and maintaining database design and documentation, operating manuals and SOPs.

·Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

·Language Skills:Fluency in spoken and written Arabic and English required.

Work Environment

The position will be based in Sana`a with frequent travel to the field to provide support to Education and data management staff in South and North Yemen
