NOTE: For GSC Budapest, the required years of work experience is reduced to 50%, i.e. 3 years. The period of a completed and relevant minimum first level university degree (equivalent to BA) shall count for no more than 50% of the required work experience. External candidates must be legally present in Hungary at the time of application, recruitment and hire. ORGANIZATIONAL CONTEXT
The position is located in the Global Service Center in Budapest. In the context of professionalizing the UNHCR Staff Development function, the incumbent contributes towards shaping and promoting performance and learning culture in UNHCR. S/he supports the learning activities under his/her area of responsibility and provides admin/finance support.

The staff member will coordinate the development of learning materials under their area of responsibility, as well the coordination of inputs from Subject Matter Experts.

Under the direct supervision of his/her supervisor who will provide overall direction and guidance in connection with his/her work, the incumbent will provide full scale administrative support to learning activities in his/her area of responsibility. This includes preparations of cost estimations, stakeholder management with trainers, venues and field offices, learner management with participants and Learning Management System (Learn & Connect) administration.

The incumbent will be expected to work internally with other sections/units of DHR and with field offices, as well as externally with partner organizations and training providers. 

S/he will have regular contacts with colleagues, functional teams and groups in UNHCR and will be consulting with subject matter experts from other UN agencies and non-governmental agencies as necessary on various issues with regard to the administration of learning programmes and specific support issues.

FUNCTIONAL STATEMENT

Accountability
- UNHCR learning activities and workshops are organized to meet operational needs and career goals.

Responsibility 
- Support the design and delivery of learning programmes, activities and or events including distance learning, e-learning, coaching, workshop and other approaches. This includes but not limited to providing recommendations on learning activity content, support in the selection of participants, managing the recording system for feedback on the work submitted, gathering permission for use of articles or book excerpts in learning materials, and workshop logistics (including onsite when required).
- Contribute to the development of written materials, guides and job aides to be used for learning/staff development purposes.  Ensure that learning materials are uploaded into the Learning Management System, and that these are duly managed.
- Support the Unit¿s budget management on a regular basis and track budget expenditures.
- Assist in the preparation of the unit¿s annual strategic, administrative and programme submissions, budgets.
- Liaise with the GLDC Administration Unit and other UNHCR sections to facilitate payments and prepare periodic unit expenditure reports and any other ad-hoc reporting needed; compile statistics as required or directed.
- Contribute to input on GLDC systems and procedure development.
- Provide support to the assessment and analysis of learning needs, learning methodologies, development, delivery and evaluation of learning activities as appropriate.
- Provide clerical support for the unit, searches office files and records relating to a variety of topics for information and references.  Selects information and records in specified formats for use by others in preparing reports, correspondence, technical papers, project or programme plans and general reference documents.
- Make travel and hotel reservations, prepares travel authorizations and acts as a training focal point for both facilitators and participants. 
- Prints, assembles and dispatches information and training material required for the purpose of workshops and other learning activities.
- Operate office equipment and is skilled in the use of the below specified software as required.
- Assist in the preparation and submission of Project Partnership Agreements, procurement processes and consultancy contracts and/or internship selection.
- Perform any other related duties as required.

Authority
- Enter budget and expenditure data into PeopleSoft.
- Run periodic expenditure reports in PeopleSoft.
- Maintain the Unit's electronic and hard copy filing system (eSafe, Sharepoint).
- Set up and administer learning programmes in the various tools of UNHCR's learning platform. 

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Completion of secondary education with course work/training or its equivalent technical or commercial school in Education, Marketing and/or Business Administration or a related field. 
- Minimum 6 years of relevant professional experience in progressively responsible functions preferably related to learning management and administration.
- Proficiency in Word, Excel, PowerPoint and database management.
- Proven ability to manage funds effectively and responsibly, to take initiative in signalling possible funding/cash flow problems, and to produce reports and updates. 
- Excellent English drafting and communication skills.
- Fluency in English with good working knowledge of the local or another UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience with learning management systems (Cornerstone or similar)
- Experience with an Enterprise Resource Management system (such as PeopleSoft).
- Experience in design, development, delivery and evaluation of learning activities.
- Experience with distance learning and learning management software.
- Exposure to UNHCR specific learning/training activities.
- Facilitation skills.
- Experience with database applications.
- Familiarity with humanitarian operations, procedures and refugee issues.
