Job Description

SCOPE: Under the program “Tackling barriers to cash and voucher assistance (CVA) for unaccompanied and separated children /adolescents by co-designing with adolescents”, the Cash Officer for child protection programs will be responsible to support the distribution of cash/voucher assistance to adolescents in Shedder camp, as per SOPs and program guidelines decided by the CYPD and ERD Coordinators.

Responsibilities: the key responsibilities include:

  • To ensure that cash/voucher assistance is delivered to selected adolescents as per criteria and in a safely manner;
  • To ensure that all administrative and donor compliance steps are undertaken;
  • To ensure the documentation and reporting of key challenges and lessons learned relevant to the project

Scope of Role

  • Reports to: Child protection officer, with technical guidance from the CYPD manager and ERD Coordinator on the administrative CVA tasks

Key Areas of Accountability

With support from the IRC CYPD (child protection Unit) and Economic recovery development unit, the Cash Assistant for child protection programs shall:

  • Assist in sensitization of local government structures, communities and refugee leaders on the targeting criteria of the project;
  • Lead and support the identification and registration of the  beneficiaries for this specificCVA project for unaccompanied /separated /adolescents, as per criteria agreed with the project team;
  • Ensure the confidentiality and the support of adolescents during the cash/voucher assistance, by working with their social workers in monitoring how the assistance is used and any other issue that might arise from the project;
  • Together with the social workers in charge of these adolescents, ensures the Best Interest of these children;
  • In coordination with social workers, supports the communication with caregivers /foster families or other relatives, to ensure the goal of the CVA is understood and that there are no family issues arising because of this assistance;
  • In coordination with the Child Protection Team, organizes Focus Group Discussions with adolescents, in order to monitor the use of CVA, discuss with them challenges, and any other goal set together with the child protection officer and CYPD Manager;
  • Lead and support the organization of other child protection activities as agreed with the adolescents (i.e. life skills, numeracy classes, etc.);
  • Help oversee delivery of regular cash/voucher transfers and helping ensure the resolution of any problems (if occurring);
  • Actively participate in relevant field assessments to identify the beneficiaries’ needs, ensuring assessment findings are documented and that all assessments include a specific analysis of unaccompanied/separated adolescents’ needs;
  • Conduct the implementation and monitoring of all activities under this project, at field level, as laid out in the work plan and in coordination with the Child protection officer, CYPD/ERD managers and the partner (YLabs);
  • Assist in the registration of targeted unaccompanied/separated adolescents, ensuring their data is collected and stored appropriately, in a safe and confidential manner;
  • Coordinate activities with local authorities, community members, other implementing actors and partners at the camp level;
  • Compile and submit regular project reports and updates.

Support the child protection officer to:

  • Conduct assessment in order to identify the most vulnerable unaccompanied/separated adolescents
  • Develop strategies to address the economic barriers impeding the unaccompanied children in collaboration with the community representatives and the families of unaccompanied/separated adolescents;
  • Carry out additional duties within reasonableness of his/her level of skills and experience.

Qualifications

  • At least first Degree qualification in, social science, international development, economics or related relevant discipline

Experience and Skills:

  • Minimum of 3 years relevant work experience in the field of child protection, particularly with adolescents;
  • Experience and/or knowledge in CVA programming is an asset;
  • Excellent communication skills and sense of working in inter-cultural environment;
  • Fluency in written and spoken English;
  • Excellent Microsoft Office applications skills (Excel, Word, Power point, Emails, ;
  • Self-motivated and results orientated;
  • Able to effectively advocate for change and influence others.
  • Adherence to IRC Code of Conduct, understands other international development guidelines.
