FSL Officer - ( National Position ) - Taiz

The purpose of the FSL officer position is day to day implementation of the food security and livelihoods Projects in Taiz  governorate .
Duties and responsibilities
Generic responsibilities:
Ensure adherence with NRC policies, tools, handbooks and guidelines.
Implement delegated FSL project portfolio according to plan of action.
Prepare and develop status reports as required by management.
Ensure proper filing of documents .
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to
assist.
Promote and share ideas for technical improvement.
Under the guidance of the FSL team leader , the Food Security Project Officer will contribute to the startup
of the Food Security Program and the achievement of NRC’s objectives in Yemen.
Be responsible for the supervision and execution of Food Security projects in Taiz governorate.
Line management of the FSL assistants in Taiz and ensure capacity building of project staff and transfer
key skills .
Liaise and collaborate with relevant local authorities and other key stakeholders in the field .
Specific responsibilities :
To supervise and train the FSL project team in Taiz focusing on efficient planning, coordination,
implementation , monitoring and evaluation (M&E) of the project activities.
In coordination with the line manager ,to plan and follow the activities of the FSL projects with the team
such as field assessments, identification of the project locations and beneficiaries , providing of emergency
food assistance through cash ,voucher or in kind modalities , carry out of the required trainings to
beneficiaries , facilitate the establishment of the community committees in the targeted locations and
conduct mobilization and sensitization sessions to the community leaders and other stakeholders in the
field .
To ensure the proper project implementation according to the operational and M&E Plan.
To participate actively in the monitoring of the project in collaboration with the M&E team with a specific
attention on the efficiency and appropriateness of the Cash/Voucher Transfer system, the project
commodity movements (order, procurement, delivery, storage, transport, distribution and utilization) and
the market price monitoring.
To conduct regular meetings with beneficiaries, community management committees, local authorities
and partners on the cash/voucher transfer, distribution arrangements, food production and IGA
development and other relevant issues.
To coordinate the implementation of the project activities at the local level, in close collaboration with the
communities, partners and local authorities.
To conduct project team coordination meeting on weekly and monthly basis and prepare weekly, biweekly
and monthly reports and also assessment reports as appropriate.
To work on the partnership between local organizations and the concerned stakeholders in the field level .
To assist the FSL coordinator in the identification of new projects and new areas of intervention.
To assist the project staff and partners in encouraging and sensitizing public opinion on Protection issues
and Rights focused activities.
To carry out any additional study or task requested by line manager .
Qualifications
Bachelor degree in agriculture or other relevant field.
Minimum of two years experience in food security and livelihood projects with humanitarian organization.
Has good understanding and experience in different food security delivery modalities (in-kind , cash and voucher) , Having experience in electronic vouchers is plus .
Understanding and experience in implementation and managing of agriculture inputs and trainings projects.
Experience in leading ,motivating and inspiring big number of team members with skills in leadership .
Experience from working on FSL project implementation in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile.
Fluency in English, both written and verbal. 
Personal qualities
knowledge on the context of the targeted governorate .
At least three years of experience in implementation of FSL activities using different types of modalities such as cash , voucher and in kind .
English communication skills in writing and speaking .
Excellent interpersonal, written and verbal communication skills. 
Strong analysis skills (qualitative and qualitative).
Strong cultural awareness and sensitivity.
Good understanding of complex emergencies and crisis contexts.
Flexible and creative.
Strong organizational and logistical skills.
