The purpose of the FSL Coordinator position is to implement delegated food security and Livelihood core
competency (CC) project portfolio in southern governorates of Yemen.
Duties and responsibilities

Generic responsibilities:
Line management of FSL project field staff.
Adherence to NRC policies, guidance and procedures.
Contribute to FSL strategy development, project proposals and provide input on needs and gaps.
Manage and implement delegated portfolio of FSL core competency projects (activities, budget and project
documentation) as delegated from project manager (PM) in line with proposals, strategies and donor
requirements, and ensure high technical quality.
Provide regular progress reports to PM.
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better
ways to assist.
Promote and share ideas for improvement and necessary changes in the activities.
Ensure capacity building of project staff and transfer key skills .
Liaise and collaborate with relevant local authorities and other key stakeholders.
Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities :
Programme Development
Lead in the continuous assessment of food security and livelihood needs in the south areas of Yemen and
ensure that findings are appropriately reflected in programme design.
Contribute to development/review of FSL CC strategy and all projects proposal formulation.
Projects Management & Implementation
In charge of the overall FSL projects management with the technical support of the FSL PM.
Develop timely and detailed implementation implementation up and design of youth livelihoods activities
develop their own businesses. households to access income-generatplans for all FSL projects in close
coordination with the FSL teams and support departments.
In charge of the day to day guidance of the FSL field staff making sure that the projects implementations
in the south areas are in line with NRC technical guideline and donors regulations and are done on time
with quality.
Lead on the FSL programme budget monitoring and forecast, monitor budget/expenditure based on the
implementation plans; and analyse Budget-versus-Actual reports to assess any discrepancies and ensure
timely expenditure.
Monitoring and Evaluation
In close coordination with M&E team, ensure clear plans in place for monitoring and evaluating project
activities in relation to each project objectives; and lessons learnt are shared and capitalized on.
In collaboration with M&E, ensure that projects are monitored regularly, and data is collected on a weekly,
monthly and quarterly basis.
Regularly visit the projects site to ensure that teams are appropriately supported.
Representation & Advocacy & Organisational Learning:
Ensure that NRC’s FSL work is coordinated with the efforts of other agencies and the Government,
advocating for the specific needs of displaced and other conflict affected people. In charge of all FSAC and
early recovery sub- clusters coordination meetings and shall act as NRC focal person with the technical
support of the FSL CC PM.
Qualifications
Bachelor degree in agriculture or other relevant field.
Four years experience in food security and livelihood projects with humanitarian organization .
Has good understanding and experience in different food security delivery modalities (in-kind , cash and voucher) , Having experience in electronic vouchers is plus .
Experience from working on FSL project implementation position in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile.
Fluency in English, both written and verbal. 
Personal qualities
Experience in leading ,motivating and inspiring big number of team members with skills in leadership .
Budget monitoring and management skills.
Quality reports writing skills.
Example: Knowledge of the context in Southern Yemen.
Example: Knowledge of the local language (Arabic) – if different than English.
Example: Experience with start-up, exit or similar.
