Background

Objective of the WHO Programme/Department

Provide strategic support in management, resource mobilization and communication within the Country Office.  Provision of administrative and technical support in the implementation of the Country office work plan, partnership and resource mobilization.

 

Assignment Summary

Under the supervision of the WHO Representative, the Junior Professional Officer (JPO) assists with the coordination of work plan development, resource mobilization, financial monitoring and technical implementation of the Country office work plan and coordinates communication.

 

 

Duties and Responsibilities

Under the general guidance and supervision of the WHO Representative Namibia, the JPO will perform the following functions:

  • Provide technical support for overall program management, grant management, budget, work planning, including the development, day-to-day operation, monitoring and evaluation of work plans for the smooth implementation of Country Office programs
  • Collaborate, with technical leads and other teams, in the development, implementation and monitoring of the technical, operational and HR work plans.
  • Focus on the proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles.
  • Provide input to resource mobilization to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities.
  • Analyze, consolidate and disseminate information on programme management. Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications and advocacy documents required for strategic decision making.
  • Attend various project management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders
  • Assist with the development of flexible and innovative solutions to support WHO's outbreak and health emergency operations, in line with the IMS standard operating procedures (SOPs).
  • Perform any other incident-specific related duties, as required by the functional supervisor.

 

During the period of assignment, the JPO will have contributed to the following key outputs:

Output 4.2.1 Leadership, governance and external relations enhanced to implement GPW 13 and drive impact in an aligned manner at the country level, on the basis of strategic communications and in accordance with the Sustainable Development Goals in the context of United Nations reform.

Output 4.2.3 Strategic priorities resourced in a predictable, adequate and flexible manner through strengthening partnerships.

Required Skills and Experience

Education

Essential: Advanced university degree in one of the health or social sciences

Desirable: Master's degree in Public Health would be an asset.

 

Work experience

Essential: Minimum two years of relevant professional work experience. 

Desirable: Work experience in a developing country.  Combined national and international professional experience in project management in the fields of public health and/or international development.

 

Other requirements

  • Evidence of ability to think strategically; to express ideas clearly, to work independently and in team, to demonstrate a sense of self-assuredness combined with cultural and gender sensitivity.
  • A strong commitment to public health; an interest in adapting to varied physical and professional environments; and a desire to work with people with different language, national and cultural backgrounds.

 

Languages skills

Written and spoken proficiency in English. 

 

Other Skills

Computer literacy:word-processing, database, application, presentation software and internet.

No older than 32 of age at as of 31 December 2020
