The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit. 

The Budget and Finance Services Section is responsible for co-ordinating and supporting the programme planning and budgeting process in general, including providing policy guidance and support to the Secretariat, OSCE Institutions and Field Operations. The Budget and Finance Services Section consists of the Accounts Unit, Budget Unit and Treasury and Extra-budgetary Unit.

 
 
 
 
Tasks and Responsibilities

Under the overall supervision of the Extra-budgetary Contributions Officer, the incumbent manages the pledge acceptance process for contributions to Extra-Budgetary (ExB) projects in relation to the Central Asia, Balkans and Eastern European region. More specifically, should you be the selected candidate you will perform the following duties:

  1. Participating in negotiations with Donors and other OSCE units on pledge letters and Diplomatic Notes to have the drafts in line with CRMS for ExB projects, implemented within the geographical area under the incumbent's responsibility;
  2. Liaising with the Legal Services on the grant agreement review related to the geographical area under the incumbent's responsibility;
  3. Providing guidance and advice to Donors and OSCE delegations regarding making pledges to extra-budgetary projects implemented within the geographical area under the incumbent's responsibility;
  4. Providing guidance and advice to OSCE project managers regarding the pledge acceptance process according to OSCE Financial Regulations and Instructions for ExB projects implemented within the incumbent's geographical area of responsibility;
  5. Co-ordinating the acceptance of contributions with project managers and the Fund Administration Unit's (FAUs) of ExB projects implemented within the incumbents geographical area of responsibility; providing them with clarifications and advices regarding Donors' requirements on the use of funds set forth in grant agreements, pledge letters and Diplomatic Notes;
  6. Reviewing and commenting on draft project proposals;
  7. Together with the Senior Extra-Budgetary Assistant, preparing reports on the status of ExB pledges per Donors, projects, pledges, funds, locations, dimensions etc. for ExB projects implemented within the incumbent's geographical area of responsibility;
  8. Preparing quarterly and annual summary financial reports for senior management for ExB projects implemented within the incumbent's geographical area of responsibility;
  9. Performing other duties as required.

Necessary Qualifications
  • First-level university degree in Business Administration, Law or other related fields;
  • Minimum of four years of professional experience in budgeting, accounting or finance in an intergovernmental, governmental or commercial organization;
  • Experience reviewing Extra-Budgetary agreements and assessing risks in contracts would be beneficial;
  • Understanding the European Union legal framework and contracting modalities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Experience in the use of computer applications, such as word processing, spreadsheets and database software;
  • Professional fluency in the English language; knowledge of another OSCE official language would be an asset.
