NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services, and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.
The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2019). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programs across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities

Shelter/WASH Project Manager(National Position) 

The purpose of the Shelter/WASH Project Manager position is to implement delegated Shelter/WASH project portfolio. 

  •   Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Shelter/WASH strategies, initiate and participate in the development of relevant Shelter/WASH projects
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Programme Manager and the Shelter & Settlements Programme Development Manager
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Project Coordinator) and coordinate across CCs
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Work closely with ICLA teams to verify title to property or right to reside in advance of shelter reconstruction.
  • Provide technical capacity to Livelihoods teams for construction of infrastructure under IQFM1956
  • Evaluate the appropriateness of the owner cash modality to the context in Anbar.
  • Promote protection mainstreaming in NRC’s Shelter/WASH programme in Anbar.
Our Ideal Candidate 
 Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical engineering/architectural expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal  
Additional Information
Contract Duration: 7 months
