Organizational Setting
The Subregional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO's Regional Office for Latin America and the Caribbean (RLC).

Reporting Lines
The Policy Officer reports to the Subregional Coordinator (SRC) of the Caribbean and will work in close collaboration with the Policy Officer based in Santiago, Chile as well as FAO representations and the technical team within the Subregional Office.

Environment, Climate Change, Climate resilience, Biodiversity and Natural Resource Management.
Key Results
Identification, design, assessment and technical oversight and coordination of proposal development in Climate Change, Climate resilience.
Key Functions
• Supports the work carried out by technical or policy officers from FAO headquarters or out-posted staff in the Subregional Office and FAO Representation in relation to policy and governance work under FAO's Strategic Framework;
• Advocates strategic partnership, best practices and policy dialogue in support of enhanced governance for food and nutrition security, sustainable agriculture and food systems;
• Participates in specialized or multidisciplinary teams, and high-level policy analysis missions or projects, policy networks and/or international policy setting bodies;
• Interacts with UN regional and country teams to improve cross-sectorial policies and strategies concerning food and nutrition security and sustainable development;
• Supports the analysis by the Regional Office of regional and country-level issues to provide input into the identification of country and regional priorities and requirement;
• Designs, implements and monitors regional and subregional policy work programmes and the supporting budgets and/or resourcing strategies;
• Plans, organizes and participates in capacity development activities involving the provision of technical advice and assistance, and oversees the development of related materials, online tools and information kits.
Specific Functions
• Provides policy advice, strategic guidance and coordination for, work plans and programmes/projects on sustainable development, climate change, natural resources management, landscape and environmental management as well as biodiversity related activities and services;
• Liaises with relevant units in RLC, headquarters and FAO Representation within the subregion in the specific areas of support;
• Provides technical advice, quality control and guidance in the identification and development of climate change and resilience project proposals, Global Environment Facility (GEF)/Green Climate Fund (GCF) in particular, that address country priorities and align with FAO, and donor, strategic objectives;
• Supports capacity development activities to FAO technical staff in the subregion on the strategies, priorities and procedures, trends and issues related to climate change, resource mobilization, and GEF/ GCF and other donors as required;
• Coordinates the subregional effort for the resource mobilization of environmental and climate change related funds;
• Contributes to the regional quality control process of the GEF and GCF project design in line with GEF/GCF eligibility criteria and alignment with donor programming directions.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in environmental sciences, sustainable development, climate change, natural resource management, sustainable agriculture (including livestock, forestry and fisheries), political or social sciences, or a related field;
• Seven years of relevant experience in policy formulation, programming, advice and analysis relating to environmental management, climate change and sustainable development and monitoring and evaluation of national policies and programmes. Design and/or implementation of development projects in the area of climate change/climate resilience;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in policy analysis and advice, strategic management and programme formulation and implementation associated with environmental management, climate change and sustainable development;
• Extent and relevance of experience in Latin America and the Caribbean, knowledge of international environmental management, sustainable development and climate change conventions is considered an asset;
• Extent and relevance of experience with GEF, GCF, European Commission projects is considered an asset;
• Extent and relevance of experience in the design and/or implementation of development projects in the area of climate change/climate resilience;
• Extent and relevance of experience in working with national governments, intergovernmental bodies, UN agencies and processes at different levels;
• Demonstrated capacity to strategically lead and manage multidisciplinary teams and programmes to achieve results in complex changing international environments;
• Demonstrated experience in preparing technical reports in Spanish and English including publication record;
• Working knowledge of Spanish and/or French is desirable.
