Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit. 

 

Mission Support Section provides the working framework for OSCE’s procurement and contracting assets, logistics, transport, travel and facilities management activities. It also acts as the policy development and co-ordination point for resource administration in the OSCE's Executive Structures in relation to these activities, including providing on-site assistance and technical training programmes.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Deputy Director for Mission Support Services, as Chief, Asset, Logistics and Travel Support Unit, you will be responsible for the following:

 

  1. Leading the staff of the Unit (up to 12 persons) and supervising their work, ensuring efficient environment for team work, and identifying organization-wide training needs and capacity requirement for asset managers; co-ordinating the work and supervising the travel sub-unit (2 persons) to ensure implementation of organizational travel strategy, optimal usage of resources and customer satisfaction;
  2. Providing advice to senior management and participating in developing the organization-wide policies on asset management; reviewing existing policies, developing and leading intra-organizational meetings/workshops with Institutions and Field Operations to establish/identify best practices and to simplify procedures;
  3. Planning, organizing, implementing, managing and overseeing the activities of all asset management and logistical support operations; acting as the principal liaison between the Field Operations and Headquarters staff and co-ordinating day-to-day support for logistics operations; advising senior management on assets and logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the asset management strategy;
  4. Making recommendations to enhance the accountability and credibility of asset management throughout the Organization by maximizing the use of automated systems and by ensuring the proper creation of assets at all levels; 
  5. Developing procedures aimed at cost-effective management of supply chain management functions including monitoring of excess/surplus assets (virtual warehouse); participating with other unit chiefs in planning logistical sourcing requirements for Field Operations start-ups or expansions, liquidation process taking into account redeployment of material resources existing within the OSCE;
  6. Participating in budget planning and multi-annual Capital Expenditure Planning submitted by Field Operations; offering alternative solutions and makes appropriate recommendations; establishing budget estimates for new Field Operations in consultation with other units in the Secretariat; 
  7. Developing procedures to ensure that the asset management practices are in compliance with the Institute for International Public sector Accounting Standards (IPSAS) and ensuring that the United Nations Standard Products and Services Code (UNSPSC) are used for efficient and accurate classification of assets;
  8. Analysing existing trends and developing recommendations for action and planning in order to promote global equipment and material management capability; ensuring that appropriate Enterprise Resource Planning (ERP) automation tools are maintained and upgraded as necessary;
  9. Overseeing the utilisation of corporate electronic systems related to transport management (Fleet Wave, GPS Tracking System), travel management (Notilus) and assets management (Bar Coding System);
  10. Chairing Secretariat Survey Board and presenting the cases to Organization's Materials Management Committees, as appropriate;
  11. Serving as Focal Point for the Financial and Administrative Instruction #7 "OSCE Asset Management for Goods and Services";
  12. Performing other tasks as required.

Necessary Qualifications    
     
   
  • Second-level university degree in business administration, public administration, logistics and/or engineering, material management, commerce or other equivalent academic qualifications in areas such as logistics operations/management, supply chain management etc.; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Minimum of eight years progressively responsible managerial experience in supply chain management with specialization in property control, insurance, inventory, warehouse, fleet management, logistics planning, including experience working in an international commercial, governmental or non-governmental organization;
  • Proven experience in supply chain management policy development;
  • Proven experience in drafting - quickly, concisely and clearly - business cases, operational plans, asset disposal plans, managing/chairing evaluation committees, technical survey boards;
  • Ability to foresee risks and allow contingencies in planning;
  • Proven ability and experience to plan, manage and monitor the efficient use of financial and material resources;
  • Understanding and proven experience in Enterprise Resource and Materials Requirement Planning;
  • Proven ability and experience in greening of supply chain management;
  • Practical knowledge in the area of travel management;
  • Experience with IPSAS accounting and audit procedures and practices within the context of international organizations;
  • Practical knowledge of electronic corporate systems used by the OSCE as Fleet Wave, GPS Tracking System, Notilus is desirable;
  • Proven hands-on knowledge and experience in risk management analysis and applications;
  • Experience with handling dangerous goods and being able to set up warehouse systems;
  • Proven technical ability and experience with the appropriate selection of armoured vehicles is desirable;
  • Professional fluency in English, with excellent written and oral communication skills; knowledge of other OSCE languages in the areas of OSCE field operations is a plus;
  • Good knowledge of technical terminology used in supply chain management; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of a team with people from different cultural, religious and professional backgrounds as well as of different gender and with diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7, 686, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
