The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund is contributing to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund promotes the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund pursues a country-driven approach in its operations. 

The Fund has been selected for the next Multilateral Organization Performance Assessment Network (MOPAN), assessment cycle, starting in Q1 2020. MOPAN is an independent network of countries1  with a common interest in assessing the performance and effectiveness of the multilateral organizations that they fund. MOPAN assessments are based on its own methodology and are aimed at providing insights and evidence for stakeholders to engage with organizations, reducing the need for separate bilateral organizational performance assessments. The methodology is being updated to integrate additional issues such as prevention of sexual exploitation and abuse and sexual harassment, the implementation of the UN reforms and readiness to implement the 2030 Agenda , etc. (More details can be found on http://www.mopanonline.org/ourwork/ourapproachmopan30/). The MOPAN assessment process is designed to be collaborative and to support organizational learning and strategic transformation through provision of independent, robust and comprehensive insights on target organizational performance.

In order to support preparations and engagements with the MOPAN assessment team, the GCF Secretariat is seeking the services of a seasoned consultant who will work both on-site at the headquarters of the GCF in Songdo, Incheon, Republic of Korea and remotely as may be required.

 

Role

 

The senior consultant will be responsible for providing high-quality and timely inputs to enhance the readiness of the GCF for the MOPAN assessment.  (S)he will coordinate with the relevant divisions/offices for required preparation and engage during the MOPAN assessment process with the team under the guidance of the office of the executive director of the GCF Secretariat and the MOPAN focal point at the Secretariat. S/he will provide technical support for the preparation and engagement with MOPAN including ensuring that the relevant staff and documentation are available ahead of target meetings and deadlines in order to ensure an effective and efficient MOPAN assessment process. The consultant will also review submitted documentation vis-à-vis MOPAN requirements and methodology and provide specific and actionable feedback to Secretariat to ensure that key issues and documentation related to organization performance assessment relative to the realization of the Fund mandate are well communicated. The consultant’s role is expected to contribute to ensuring that the MOPAN assessment is well informed and thus can generate relevant insights, lessons and findings that would help in enhancing efficiency and effectiveness of the GCF.

 

 Duties and Responsibilities

 

Specifically, and under the guidance of the Office of the Executive Director of the GCF Secretariat and the Secretariat’s MOPAN focal point, the consultant will:

•    Support the organization of internal meetings with different units and briefing and guiding them on MOPAN assessment methodology and requirements and process
•    Prepare checklists to guide Secretariat staff in preparation and review of MOPAN documentation and reports
•    Enhance the readiness of the institution for the MOPAN assessment. Coordinate with the relevant units for required preparation
•    Engage during the MOPAN assessment process with the team
•    Review and collate all required documentation for the MOPAN assessment to ensure it is well organized and complete 
•    Work with Secretariat’s core team on MOPAN assessment to review proposed MOPAN indicators and their application to GCF to ensure that they are appropriate relative to the mandate and business model of GCF
•    Review draft MOPAN report’s outline for proper messaging, accuracy, coherence and consistency with GCF documentation and operating realities 
•    Support the preparation of management response and feedback to the MOPAN team based on Secretariat’s internal review and consultations and through analyzing and incorporating lessons learned from similar assessment processes in other institutions
•    Support the follow-up and coordination of MOPAN assessment team’s interactions with various GCF units and structures including the setting up of meetings, submission of required documentation and provision of feedback on MOPAN draft reports
•    Perform other tasks as deemed necessary to facilitate the MOPAN Assessment process
•    Based on findings of the assessment develop an action plan for addressing identified issues.

 

Deliverables

 

•    Complete and organized documentation for MOPAN
•    Reviewed checklist to assist reviewers in checking for facts and consistencies in draft MOPAN documentation (reports and indicators);
•    Reviewed MOPAN and Secretariat documentation with completed checklist and comments, specifying factual inaccuracies, as well as areas for improvement, strengthening or clarifications;
•    For revised submissions from the Secretariat and MOPAN team, assessment and comments on revised documentation against initial review sheets to ensure coherence, completeness and accuracy confirming issues that have been addressed, remaining gaps and divergences of opinion/assessment
•    Interview notes and reports from interview meetings indicating follow-up actions 
•    Interview briefs for staff to assist in information preparation for meeting with MOPAN
•    Comments on and inputs into management responses to MOPAN assessment reports
•    Regular progress and status reports over the duration of assignment.

 

Duration

 

The assignment is expected to be for up to 60 working days over a 6-month period.  Depending on the results of this assignment, the Fund may request follow-up work under separate Terms of Reference.

 

 Required Experience and Qualifications

 

•    Advanced degree in public policy/administration, economics, environmental sciences, engineering, development studies or other relevant field;
•    At least 12 years of professional experience in management consulting, programme and change, strategy and policy work especially in the field of development finance. Experience in standard setting, benchmarking and MOPAN process is a distinctive advantage 
•    Experience in institutional evaluation and performance management e.g. in independent evaluation and/or institutional reviews for replenishment etc strongly preferred    
•    Familiarity and prior experience with providers and channels of climate finance, including the Global Environment Facility (GEF), Adaptation Fund, multilateral development banks, UN agencies and/or bilateral donors;
•    Excellent communication skills and the ability to prepare and communicate complex information in written format;
•    Exceptionally strong organizational skills and focus on details;
•    Ability to multi-task and meet strict deadlines; and
•    Fluency in English is essential; knowledge of another UN language is an advantage
