IRC has been working in Pakistan for over 39 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Baluchistan and Sindh provinces.

Job Overview/Summary:

This position will be responsible for the financial monitoring of the IRC implementing and consortium partners. This position will assist Finance Coordinator, in carrying out the financial due diligence of selected partners, regular financial monitoring and to ensure that all donor and IRC rules and regulations are complied with. The position holder will also participate in capacity building activities of Implementing and consortium partners.

Major Responsibilities:

·Conduct sub grantee’s pre-award assessments and identify areas of financial risk and establish mitigation measures to develop a partner support plan. Recommend modifications to the sub grant agreement and/or monitoring plan to lessen financial and compliance risks.

·Assist in the preparation and review of sub grant agreements.

  • Provide guidance to sub-grantees and consortium partners in interpreting IRC and donor policies.

·Develop partner support plan in consultation with partnership department and provide on-going training and support to sub grantees in the areas identified during the Pre-award assessment and regular financial monitoring.

·Review sub grantee financial reports for correctness and completeness in accordance with the guidance in IRC PEERS system. Share queries identified during the financial monitoring with partners management.

  • Maintain sub grant tracking as well as financial files in accordance with IRC policies.

·Follow up on all sub grant compliance issues and audit.

·Process sub grantee payments and reconcile sub grant financial tracking to general ledger reports.

·Assist in sub grantee site audits and review site visit reports including observations on systems, noting trends and issues concerning grant sub-recipients.

·Assist the partnership department in sub grant close-outs processes, ensuring that all requirements of the sub grant agreement have been met and that sub grant funds have been properly settled.

Administration:

  • Ensure financial reports are submitted on time and on appropriate formats.
  • Assist with the preparation of files for audits and support finance in completion of audits.

Others

  • Support the Finance Coordinator in ensuring that budgets proposals for sub grantees are written according to donor formats and guidelines and are submitted for review and submission in a timely manner.
  • Undertake other tasks as requested by the Finance Coordinator.
  • Become familiar with the IRC Program Framework and support other programs to mainstream it in a systematic manner.
  • To participate in training and capacity building of all staff on partnership issues

Job Requirements:

  • Education: Master degree in Accounting, Finance or accredited certification (preferable)
  • At least five years of financial management experience and experience of managing implementing partners finances.
  • Demonstrated ability to prepare financial / accounting reports and reconciliation process.
