Background

Gender equality and women’s empowerment remains a critical development issue in Armenia: women comprise 52.2% of population in Armenia and 56% of those with higher education, still, leadership positions in government, in policy-making institutions or the private sector in Armenia are male-dominated. Due to their limited representation in leadership positions women have very little influence over policy decisions. While a 25% quota system ensures women are represented in political parties, they face distinct barriers to entering office at the local and national levels.

UNDP Armenia has been continuously working in the area of the political empowerment of women, advancing leadership of women, supporting the local governments to engender local decision-making and development processes, enabled youth to get knowledge and skills on participatory governance advance their potential and raise their voice in policy-making at national and local levels. UNDP’s has considerably contributed to increase of representation of women at the local level, as well as formation of dynamic group and women and youth who not only benefit from projects’ support, but also lead local initiatives on broad spectrum of aspects, including participatory governance, women empowerment, and other.

Currently, UNDP’s Women Empowerment and Gender Equality (WEGE) Programme is comprised of four parallel projects working on political leadership of women, economic empowerment of women, innovative pubic services, youth leadership advancement, strengthening gender equality in the public administration system of Armenia and other.  Projects are implemented in strong synergy and coordination with one another building on the ongoing activities, relying on the cadre of women and youth already capacitated form previous projects and joining forces to upscale number of support schemes countrywide. UNDP enjoys broad partnerships among national, regional and local governments, donor and international community, civil society organizations, media and other.

“Women in Politics” is one of the projects of the WEGE Programme. The overarching goal of the project is to contribute to enhanced political participation of women, with specific focus on increased representation and participation of females, including young generation, in community development processes.

The project will contribute to the following results: (1) Strategies and recommendations on measures to improve women political participation developed based on evidence collected; (2) Leadership potential and skills of women and youth in communities of Armenia are advanced for community development and transparent and accountable governance; (3) Role and capacities of political parties for advancing women in politics are enhanced; (4) Policy dialogue on gender equality in the context of local development and ongoing reforms from local to subnational and national levels is facilitated; (5) Public discourse on issues of gender equality, women and youth participation at all levels is advanced through advocacy and public campaigns; (6) Active young women and men in local communities are empowered: (i) as future local leaders; (ii) as enablers of local democracy.

Currently, the “Women in Politics” project seeks Expert on Gender Equality to support the project with implementation of programmatic components and thought leadership on aspects of gender equality, relevant to the project.

Duties and Responsibilities

The Expert will lead part of the programmatic components of the project, will explore and advise on the aspects of gender equality throughout the implementation of the project, advise on data collections and analysis vs. the ongoing trends and developments in the area of the gender equality (especially on the aspects of political and civic empowerment of women), contribute to methodologies and knowledge products of the project, facilitate the work with political parties and development of bottom-up policy channels.

Under the overall supervision of the Women Empowerment and Gender Equality Programme Manager, direct supervision of the “Women in Politics” Technical Task Leader, and in collaboration with other projects’ teams, the incumbent will be responsible for the following activities:

  • Ensure regular horizon scanning on the developments and trends in the area of gender equality in Armenia, including progress with national Strategy and Action Plan, legislation amendments, movements and discourse in the society;
  • Regular review and update the programme and project teams on data and statistics relevant to the project programmatic components;
  • Support the Task Leader in planning and implementation of the programmatic components of the project; lead on methodology design for capacity development schemes, facilitate trainings and consultations on number of thematic areas;
  • Contribute to the content and organization of project activities at local level within components related to political participation of women, work with political parties, work with local self-governments; components on forming and institutionalizing bottom-up policy channels;
  • Support in preparation and elaboration of knowledge products, information materials and handouts for project’s capacity development activities;
  • Support the project implementation, assist the project team with planning, monitoring and evaluation of the project activities, helping with selection of relevant tools, as needed;
  • In consultation with the project team organize the project field level activities, provide organizational support as necessity;
  • Ensure communication and collaboration with beneficiary groups, government counterparts and project partners;
  • Facilitate the work of expert’s and trainer’s team in delivery of capacity development models;
  • Contribute to codification of the project progress and results; turning them into briefing materials and knowledge products to be used by broader team internally and externally;
  • Contribute to the development of visibility and communications materials about the project to disseminate in selected areas and to wider public;
  • Work with project data and compile statistics, work on the programme Database and Content Management System (DBCMS) for optimal data management of the project;
  • Support the Task Leaders in preparation of workplans and progress reports. Help analyze information and provide expert input.

Required Skills and Experience

Education

  • Advanced University degree (MA, MSc, or PhD) in social sciences, humanities, gender equality, public administration, law or other related fields.

Experience

  • At least 5 years of experience in design and implementation of thematic concepts, methodological tools and knowledge products in the areas of women empowerment, gender equality, community development, participatory democracy;
  • 5 years of proven experience in gender equality and women empowerment
  • Previous exposure to aspects of political participation of empowerment at the local level is an asset;
  • Track record and experience with international organizations is a strong asset.

Computer skills:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Languages: Fluency in English and Armenian, Russian is an asset.
