Organizational Setting

The FAO Representation in Cambodia is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing country food, agriculture and rural development priorities. It develops and maintains relations with country-wide institutions including Government Institutions and Development Partners.

Reporting Lines

Programme Support Specialist reports to Assistant FAO Representative (Programme) in Cambodia.

Technical Focus

Support the FAO Representative and direct supervision of Assistant FAO Representative (Programme) in Cambodia, the technical guidance of the different lead technical officers in the FAO Regional Office for Asia and the Pacific (RAP) in collaboration with relevant FAO colleagues, the government counterparts and other stakeholders.

Tasks and responsibilities
  • Conduct research, review of relevant documents and reports and analysis of emerging development issues and trends, identification of gaps and synergies with ongoing initiatives by development partners and government to inform programming, contributing to the programme development and an effective resource mobilization in the country;
  • Contribute to providing inputs and responses to comments and questions from donors after receiving their feedbacks on the concept notes and proposals, and other related communication issues;
  • Contribute to providing inputs and analyses on options for strategies and programmes that will contribute to achieving the Country Programme Framework 2019-2023’s outcomes;
  • Provide supports in organizing meetings, trainings and workshops, and in the identification of the participants for the events;
  • Prepare and make presentations on the assigned topics/subjects at the meetings, trainings and workshops;
  • Assist in preparing translations as necessary for relevant meetings, training and workshops with government counterparts.
  • Assist in developing and effectively implementing work plan as well as monitoring of the projects under the Programme Unit’s portfolio in consultation with government counterparts;
  • Provide coordination and operational supports in the implementation of project activities under the Programme Unit’s portfolio in close coordination with government counterparts, consultants, development partners and other stakeholders;
  • Provide supports to the Programme Unit in ensuring the provision of adequate inputs, consultants, equipment, trainings/workshops, contracting, letter of agreement, and technical backstopping in line with project work plans;
  • Identify issues arising from the project implementation, and draw them to the attention of the responsible/concerned units;
  • Contribute to the preparation of project reports as per FAO’s requirements and formats, and other written materials including communication and advocacy materials, analytical notes, and studies etc.;
  • Join meetings and workshops as required;
  • Perform other duties as directed by the FAO Representation.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced University degree in agriculture, agricultural economics, natural resource management or related field
  • Five years of relevant experience in project development and management including in the field of agricultural development, food security and nutrition, disaster risk management, climate change adaptation, natural resource management, and value chain development.
  • Working knowledge of English.

Technical/Functional Skills

  • Extent and relevant experience in agricultural and rural development, climate change adaptation, disaster risk management, natural resource management, and value chain development
  • Extent and relevant experience in developing and delivering projects related to agricultural and rural development, food security and nutrition, climate financing projects
  • Demonstrated ability to process complex data and analyze information as the basis for technical and policy advice for governments and input to national and international meetings
  • Work experience in coordination with UN agencies and government counterparts is an asset
