The Madad Water, Sanitation and Hygiene (WASH) program for refugees from Syria and Lebanese host communities is funded by the European Union Regional Trust Fund in Response to the Syrian Crisis (EU-MADAD) and created by the Norwegian Refugee Council (NRC) in consortium with Gruppo Volontariato Civil (GVC), Oxfam and World Vision (WV). The program aims to contribute to effective and sustainable multi-level water governance in crisis affected Lebanon.
 
The Project Coordinator will be responsible for overall project administration and grant management, including drafting reports, donor compliance, and other documentation and undertaking processes for overall coordination of the consortium and committees.
Duties and responsibilities
  • Contribute to the development and revision of funding proposals, budgets and donor reports.
  • Create tools to simplify the processes of proposals and reporting.
  • Coordinate the development and distribution of internal and external reports.
  • Break down the annual operational plans (including program activity and communications/visibility) into weekly, monthly and quarterly detailed implementation plans.
  • Support in the regular follow-up of the plans with partners and flag any delays to partners and the consortium partners.
  • Provide support to partners to develop and standardize survey tools and other data collection forms for monitoring program activities.
  • Design and develop specific methodologies and tools for evaluation and capitalization of lesson learned.
  • Collect and analyze lessons learned, successful practices and recommendations. Provide support to develop M&E elements of donor proposals and reports, including provision of monitoring plans, project data, and reports on progress towards indicators.
  • Conduct field visits (and field visit reports) in coordination with partners to ensure technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets.
  • Support partners in ensuring donor compliance.
  • Facilitate information sharing and exchange by:
    - Submission of a bi-weekly sitrep to the Board members and key stakeholders.
    - Write concept notes and program factsheets to be used in donor meetings and visits.
    - Maintaining up-to-date list of contacts and relevant partners including UN agencies, local/national NGOs, and the donor/diplomatic community.
    - Tracking ‘key learning’ on working in consortium.
    - Ensuring that relevant reports, announcements, and updates are timely and consistently circulated to relevant stakeholders and partners via regular digest emails/newsletters.
  • Ensure smooth running of regular Secretariat office functions, including procurement of required goods and services, scheduling, transportation, expenditure tracking, reception, and other administrative functions, in close cooperation and in accordance with the policies of Host Agency (NRC).
  • Manage organization, scheduling, venues and other logistics for regular and ad hoc coordination meetings, workshops and events.
  • Record and disseminate detailed notes of board meetings and other meetings as requested.
Qualifications
  • Bachelor degree in Business Administration or another relevant field
  • 3 to 5 years of relevant experience within field of expertise
  • Previous experience from working in complex and volatile contexts
  • Good understanding of donor rules and regulations
  • Fluency in English, both written and verbal
  • Proficiency in Microsoft Office Applications including Excel, Word, and PowerPoint
