ORGANIZATIONAL CONTEXT

The Field Assistant is normally supervised by the Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor exercises close control and regular review of the work processes and provides regular advice and guidance.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

FUNCTIONAL STATEMENT

Accountability

- UNHCR office has sufficient administrative and local support for the field activities thus better able to meet the needs of persons of concern.

Responsibility

- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Undertake other relevant duties as required.

Authority

- Liaise with local authority counterparts, partners and populations of concern.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Completion of the Secondary Education with post-secondary training/certificate in Business Administration, Law, Political Science or related field.
- Minimum 3 years of previous job experience relevant to the function.
- Computer skills.
- Excellent knowledge of English and working knowledge of another relevant UN language or local language.


DESIRABLE QUALIFICATIONS & COMPETENCIES

- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Arabic or Farsi language skills are desirable. The position will be hired for initialy six months.

REMUNERATION
A competitive compensation and benefits package is offered. The monthly net salary is between TRY 5,534 and TRY 6,953 depending on relevant experience, dependency status and language proficiency. The international obligations of Turkey and its national legislative framework on asylum have shaped the form of the current collaboration with UNHCR. During the last 57 years, UNHCR and Turkey have been working together in close partnership. Turkey has provided the asylum space for persons seeking refuge, and UNHCR has assisted Turkey to determine who is in need of international protection and to enable access to rights by these persons. As the main partner of the Turkish State in the field of international protection, UNHCR Turkey continues to provide legislative and technical support as well as institutional capacity building support to the Directorate General of Migration Management (DGMM) and other national institutions.

As regard Syrian nationals who are hosted in Turkey under a Temporary Protection (TP) framework for Syrian nationals, refugees and stateless, UNHCR¿s work is to support the authorities through the provision of technical assistance and strong public advocacy for enhanced responsibility sharing.

UNHCR in Turkey processes cases in close consultation with DGMM for the purposes of resettlement, intervenes to strengthen the protection environment and access to social support mechanisms, and endeavours to find durable solutions for the most vulnerable amongst those who are recognized as refugees provided they meet the criteria of the resettlement countries.

UNHCR in Turkey operates through a branch office in Ankara, with field offices in Gaziantep and Istanbul, as well as field units in Ankara, Izmir, Sanliurfa, Hatay and Van.

Profile Statement

The Field Assistant is a member of the Protection Team within Ankara Field Unit and may report to the Assistant Protection Officer or the Field Officer.

The incumbent monitors the protection of persons of concern and the application of relevant International and National Law, UN/UNHCR protection standards and IASC principles, and reports accordingly. S/he provides counselling on protection issues to children and related persons of concern and liaises with competent authorities (particularly the Ministry of Family, Labour and Social Services) to ensure that quality, timely and effective protection responses to the needs of children of concern are provided.

The incumbent participates in individual protection case management, monitors and reports on protection incidents. He/she assists in identifying solutions for persons of concern. H/she monitors and provides support to partner staff involved in protection, as well as enforces integrity in the delivery of protection services by NGO partners engaged in activities aimed at refugee protection.

The incumbent assists in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit. Closing date of this vacancy is COB 23 January 2019.
