Organizational Setting

The Office of Strategy, Planning and Resources Management (OSP) advises the Director-General on strategic and policy matters related to the Organization’s objectives, results-based programmes, budgets and resource mobilization for all sources of funds; leads the development of policies and procedures on results-based management; coordinates the preparation of Organization’s strategic, programme and budget plans; develops and monitors corporate integrated resource mobilization, in close relation with the Technical Cooperation Department; and manages allocation of resources, and monitors and reports on corporate programme implementation to help ensure effective and efficient achievement of results.

As called for in the Basic Texts of the Organization, since 2010 all of FAO’s work is guided by a Strategic Framework prepared for a period of ten to fifteen years, reviewed every four years and including inter alia an analysis of the challenges facing food, agriculture and rural development and populations dependent thereon, including consumers; a strategic vision, the goals of Members in areas of FAO’s mandate, as well as Strategic Objectives to be achieved by Members and the international community with support from FAO.

OSP supports the process to review the Strategic Framework, and in this context seeks an expert Consultant in the field of strategic planning and results based management to support the articulation of a theory of change and results chain in all aspects, dimensions and locations of the emerging results framework. The work is based on, inter-alia, inputs from FAO Members, recent global trends such as the United Nations Development System repositioning and 2030Agenda, and recent evaluations of FAO and the Strategic Framework such as the Evaluation of FAO’s Strategic Results Framework (FAO OED, 2019) and MOPAN 2017-18 ASSESSMENTS of FAO (MOPAN, 2019).

Reporting Lines

The Consultant will work under the overall management and supervision of the Director, OSP and the functional guidance of the Senior Strategy and Planning Officer.

Technical Focus

The consultant will provide support in the areas of results-based planning, theory of change, monitoring and reporting on results in the context of the reform of the United Nations Development System and the 2030 Agenda.

Tasks and responsibilities
  1. Support development of theory of change/pathway of change results frameworks;
  2. Collect, compile and analyze information from existing literature, corporate systems, consultations within the organization and/or other sources and make recommendations;
  3. Draft presentations and reports and revise as required;
  4. Support development and implementation of surveys, within and external to the organization, as required;
  5. Contribute to OSP on various aspects of policies and procedures for strategic results based programming, monitoring and reporting, as required;
  6. Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced University degree in business administration, international development, international relations, political science, economics, social sciences, mathematics, computer sciences or related fields
  • Over 12 years of relevant experience in strategic planning, results based management, monitoring and evaluation.
  • Working knowledge of English and limited knowledge of another official language of the Organization (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills

  • Over 5 years’ experience in strategic planning and results management in international development, preferably at the corporate level.
  • Proven ability to produce high quality reports on strategic planning and results management, preferably at the corporate level
  • Working knowledge of United Nations development system repositioning and the 2030 Agenda
Selection Criteria
  • Relevant experience in corporate planning and RBM practices in international development, preferably United Nations entities; (40)
  • Proven ability to produce high quality reports on strategic planning and results management at the corporate level (30)
  • Understanding of United Nations development system repositioning and the 2030 Agenda (10)
  • Understanding of FAO’s mandate, contemporary issues in food and agriculture (10)
  • Ability to communicate in English, verbally and in writing. (10)
