IRC Germany (IRC DE) was established in 2016 in order to further enhance the profile of the German humanitarian and development sector, to provide further opportunities for advocacy on behalf of the people we serve and to support German state and civil society in serving people seeking safety in Germany. Since its establishment, IRC DE has grown rapidly and has representations in Bonn and Berlin. It is working with major German statutory donors, like the German Federal Foreign Office, KfW, and GIZ. IRC DE is also cooperating with German civil society organizations. Since 2019, IRC DE holds a Framework Partnership Agreement (FPA) with DG ECHO.

Key Accountabilities

The Director of Quality Assurance & Oversight (m/f/d) acts as the focal point for IRC DE ensuring oversight and control of its implementing partners in the field as well as monitoring, compliance, identification and mitigation of possible risks associated with implementation. The Director of Quality Assurance & Oversight (m/f/d) reports directly to the Managing Director. This is a newly created role which allows candidates to actively shape ways of working. Key accountabilities will be:

  • Advise IRC DE’s Management Board on program implementation risks (including conditions/changing conditions in the field) and on risk management measures related to IRC DE’s programmes
  • Assess, advise on and promote the implementation of a risk management framework related to IRC DE
  • Launch and carry out ad hoc audits
  • Review reports provided by IRC’s global Internal Audit (IA) department for IRC DE contracted programmes, including monitoring of follow-up of audit actions on ECHO (and other donor) funded projects
  • Carry out Partnership Assessments in regular intervals
  • Examine the quality of implementation of programmes (particularly ECHO funded programmes) and compliance with policies and procedures
  • Create and maintain a register of irregularities, fraud, corruption and safeguarding allegations and established cases for IRC DE
  • Act as primary incident reporting coordination point for ECHO (incl. on safeguarding)
  • Review new or updated global IRC policies relevant for compliance with requirements of European donors

Requirements

  • A university degree in a related field of study
  • A minimum of seven years' experience in an internal audit or similar role, preferably in an international context/not-for-profit sector
  • A dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment
  • Excellent analytical skills
  • Excellent communication skills in speaking and writing
  • Entrepreneurial drive and ability to operate in a cross-cultural environment
  • Attention to detail and ability to work independently
  • Familiarity with the aid system, and understanding of donor and governmental requirements
  • Willingness & ability to travel internationally
  • Fluency in English, German language skills are an asset
