OBJECTIVES OF THE PROGRAMME


All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.All of WHO's actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work.


The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.


WHO's mandate revolves around six core functions\: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.


The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.


The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding work plan. The WHO Country Office maintains good working relations and ensures a two way flow of information exchange between the country and WHO.

DESCRIPTION OF DUTIES

To drive the Country Office vehicle(s) for the transport of authorized personnel, goods and supplies, and to ensure their maintenance. The incumbent supports the well-functioning of the WHO Country Office as follows\:


1. Drives office vehicles for the transport of Head of Country Office and Country Office's other authorised staff in connection with their official duties. Drives office vehicles in country or other countries when required. Applies knowledge of driving regulations, safety requirements, traffic and conditions and most desirable routes to minimize travel time. Assists with the loading and unloading of baggage, parcels, documents, goods or supplies.


2. Meets official visitors at the airport and facilitates immigration and customs formalities.


3. Delivers and collects mail, documents and other items. Makes minor purchases and collects urgently required goods from local suppliers on demand. Collects goods from customs with due regard to routine customs regulations and formalities; makes or collects payment for goods if required.


4. Responsible for the day-to-day maintenance of the assigned office vehicle. Checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other necessary repairs. Ensures that the office vehicle is kept clean.


5. Takes suitable precautions for the security of the office vehicle and its contents when left unattended. Ensures that the vehicle is properly kept (in the garage or on the secured car park) during non-working hours. Logs official trips, daily mileage, gas consumption, oil changes, greasing, etc. Ensures that all rules, regulations and local requirements are adhered to in the event of involvement in an accident.


6. Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Equivalent to secondary education. Driver's license.

Experience

Essential\: At least four years' work experience as a driver; safe driving record.
Desirable\: Work experience as a driver in other UN agencies or embassies.

Skills

Knowledge of driving rules and regulations and chauffeur courtesies, skills in minor vehicle repair. Some knowledge in and experience of application of PC software technologies, as well as in the use of photocopiers and printers.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at RON 30,874 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
