OVERVIEW OF THE FUNCTIONS OF THE POST


Under the overall authority of the Assistant Director-General for Communication and Information, the authority of the Director of the Division of Freedom of Expression and Media Development, and the direct supervision of the Chief of the Section for Freedom of Expression, and of the relevant Programme Specialist.

 

In line with the 40 C/5 Major Programme V's Main Line of Action I, Expected Result 1, the Junior Consultant shall support the Section for Freedom of Expression’s work on journalists’ safety, implemented in the framework of the “Global Media Defence Fund Programme” and complementary efforts led by the Section. In particular, the Junior Consultant shall:

 

  • Assist the Section in the inception and implementation of the Global Media Defence Fund (GMDF), a Multi-Partner Trust Fund/ Programme that upscales efforts to protect, train and support journalists. The fund will foster international legal cooperation, the sharing and implementation of good practices to enhance journalists’ protection and access to legal services, as well as reinforce the operationalization of national protection mechanisms and peer support networks, investigative journalism and structures fostering strategic litigation. The Junior Consultant will support the development of agreements with donors, calls for proposals, evaluations of candidatures, terms of reference for contracts and partnerships agreements, monitoring and reporting tools, public information materials, and other documents in the context of the inception and implementation of the GMDF, as well as assist in the preparation of other relevant meetings and activities.

 

  • Contribute to the Section’s work to promote the safety of journalists and fight impunity in the crimes committed against them, particularly in regards to the implementation of the “UN Plan of Action on the Safety of Journalists and the Issue of Impunity” led by UNESCO.

 

  • Support the Section in the drafting of information material, website articles, concept notes, speeches, correspondence, briefings, project proposals, policy guidelines, agreements and other documents related to the GMDF implementation and in the areas of journalists’ safety, media and elections.

 

DELIVERABLES

 

1. Monthly reports including the achievements and pending activities for the effective accomplishments of the tasks, together with other related outcome such as: Communication materials (e.g. articles, brochures, publications) produced during the contract;

 

2. Final Report at the end of contract period summarizing activities completed during the contract.

Education

  • Advanced university degree (Master’s or higher) or equivalent professional qualifications in Social Sciences, law, public policy, project management, etc.

 

Experience

  • At least 2 years of experience in legal affairs and/or in the work of relevant UN agency/IGOs.
  • Excellent understanding of UNESCO’s work to promote the safety of journalists and ending impunity.
  • Expertise in the field of international human rights law.

 

Competencies and skills

  • Excellent analytical and drafting skills;
  • Excellent communication skills (written and oral) and able to exchange information on complex issues;
  • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgement are required;
  • Ability to work under pressure;
  • Solid computer skills including advanced knowledge of office software such as Word and Excel.


Language skills

  • Excellent knowledge (written and oral) of English and good knowledge of French.

DESIRABLE QUALIFICATIONS 

  • Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset.
  • Working knowledge of other UN languages will be an asset.
