SENIOR PROGRAMME MANAGER

Interreligious Dialogue Hub

ORGANISATIONAL SETTING

The primary objective of the Programme Department is to create the conditions, platforms and environment through which religious leaders and other actors, in particular policy makers, can engage in constructive dialogue. By strengthening their mutual understanding and respect, they are encouraged to initiate actions that can bring change in the policies of religious institutions and governments, at various levels, build mechanisms to facilitate on-going dialogue and action as well as strengthen networks of committed and experienced religious leaders, and other actors in the use of interreligious dialogue (IRD) for peace and reconciliation in conflict situations in particular.

As one of the two Hubs in the Programme Department, IRD Hub focuses on applying IRD for peace and reconciliation in three regions, Arab region, Africa and Asia, with two focus countries each.

ROLE

Under the supervision of the Chief, IRD Hub & Deputy Director, Programme Department, the Senior Programme Manager sets up, designs and oversees implementation of the designated region programmes and directly manages the designated country sub-programme.

FUNCTIONS

  • Leads the focus regional/country sub-programme in terms of both substantive and operational issues ensuring optimization of resources and nurturing a culture of results with highest performance standards;
  • Contributes to development of the regional/country strategy, including results-based framework, with outputs, outcomes, and KPIs;
  • Implements and oversees implementation of regional/country strategy, work-plans and budget, ensuring cost-effectiveness and efficiency;
  • Guides and supervises team members under his responsibility, including staff members, field experts and consultants;
  • Develops conceptual documents related to the programme, such as policy papers, concept notes, reports, and similar;
  • In coordination with the Monitoring and Evaluation Adviser, develops and implements monitoring and evaluation mechanism, including key performance indicators (KPI), for the programmes under his portfolio;
  • Ensures programme assessments and regular reviews are undertaken and relevant baseline data collected so programme monitoring and evaluation can take place;
  • Supports local implementing partners in mobilizing resources from potential donors and to conclusion of partnerships agreements in the designated region, follows up on their implementation and monitoring;
  • Undertakes travel on a regular basis to the designated region and participates in major regional/country activities;
  • Identifies potential partners in the region/countries and follow up on the relationships with them;
  • Provides the required support to the IRD platforms, religious actors and policy makers in the region/countries;
  • Maintains good cooperation and coordination between national counterparts, programme partners and other stakeholders;
  • Liaises with field experts and other national level and international stakeholders to ensure exchange of information and develop analytical briefs on the evolution of peacebuilding processes in the region/countries;
  • Develops and implements new initiatives for the region/countries in close consultation with the Senior Leadership Team;
  • Develops Terms of Reference for programme consultants/experts hired on a short-term basis and ensures proper delivery of technical services and submission of technical and other reports;
  • Represents KAICIID in relevant international, country-based and regional forums to enhance coordination and/or ensure increased attention to IRD/ICD and other conflict prevention and resolution issues;
  • Provides technical advice on strengthening KAICIID’s role in countering hate speech and violent extremism;
  • Coordinates meetings, training sessions, conferences and public events related to his/her area of work;
  • Contributes to trainings organized in the region/countries if required;
  • Performs any other duties as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Advanced university degree in interreligious studies, sociology, human rights, refugee and migration studies, law, international relations or a similar discipline, preferably coupled with a degree in management;
  • A minimum of seven years’ of progressively responsible experience in programme management in a politically sensitive environment, including at the international level, preferably within an inter-governmental organization;
  • Field experience highly desirable, especially if from a conflict zone;
  • Experience with and knowledge of interreligious dialogue desirable;
  • Very good conceptual and analytical capability, ability to rapidly learn and apply new concepts;
  • Excellent interpersonal skills with ability to interact independently with religious leaders as well as with senior government officials;
  • Substantive knowledge of strategic planning, results-based management and reporting;
  • Ability to lead remote teams;
  • Several years of experience in programme design and project management;
  • Excellent communication and networking skills;
  • Excellent writing skills, with analytical capacity and ability to interpret date, draw statistics from evaluations and synthesize data in preparation of quality reports;
  • Ability to organize and complete multiple tasks by establishing priorities;
  • Receptiveness to feedback, willingness to learn and embrace continuous improvement as part of change management;
  • Commitment to sharing information, contributing to the learning and development of the Centre;
  • Capacity to deal with conflicting priorities and to operate in difficult business environments while delivering high quality work on schedule and within time constraints; ability to work successfully in multicultural teams and across boundaries;

LANGUAGES

  • English proficiency (written and spoken).
  • Depending on the region, proficiency in French (written and spoken) is also required.
  • Knowledge of any other major languages desirable.

TERMS OF APPOINTMENT

KAICIID offers fixed-term contracts of one year with a possibility of extension, depending on the continuing need for the position. Annual net salary for Grade 4 Step 1 is 66720 EUR. Appointments are normally made at Step 1. If eligible, housing and education allowance may also be provided. KAICIID salaries are exempt from taxation in Austria.
